Description
NAICS Code: 561920 NAICS Code: 151920 & 541620 The Office of Transportation and Air Quality, Transportation and Climate Division of the Environmental Protection Agency (EPA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to the University of California, Davis for pre-conference planning services, conference logistics, registration, and receipt of publication of conference proceedings and articles for the Asilomar 2007 Transportation and Climate Policy, 11th Biennial Conference on Transportation and Energy Policy and intends to issue a sole source purchase order to the University of California, Davis for access to the tools, data, and analysis developed from the UC Davis Institute of Transportation Studies (ITS-Davis) four-year multi-disciplinary research effort called the Sustainable Transportation Energy Pathways or STEPS program. The conference will be held August 21-24, 2007 in Davis, California. The conference will investigate three broad strategies for reducing greenhouse gas emissions from transportation: reducing motorized travel, shifting to less energy intensive modes, and changing fuels and propulsion technologies. The contractor will assist in developing the agenda, organize panels, acquire space for the conference, provide conference equipment, and provide conference registration to five EPA attendees. The EPA will participate in the organization of the conference including topics to be discussed, participate as a key speaker and panelist, receive electronic copies of all presentations made at the conference, a copy of any journal or journal issue that includes a version of the papers originally presented at the conference and copy of prepared conference proceedings. In regards to the STEPS program, the overarching objectives are to develop the theory, tools, and methods that allow for consistent and transparent comparisons of alternative energy and vehicle pathways and to apply these tools and methods in comparative assessments of four general transportation energy pathways - hydrogen, biofuels, electricity, and fossil fuels. The EPA will have access to electronic copies of the program's working papers and reports prior to publication, access to high-level invitation-only technical workshops and participation in the STEPS advisory program to advise on the upcoming research program. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. The Asilomar Conference is a unique event, as no other conference is similarly organized to focus intensely on combining technology and fuels options for transportation and climate policy. It is an invitation only conference, held every two years, that brings together an inimitable combination of the best technical and policy minds in the nation, as well as international transportation specialists, in the focus area of vehicle emissions and their control. As for the STEPS program, UC-Davis is uniquely qualified to provide the in-depth analysis of energy pathways in the transportation sector, as it has access to the university's invaluable previous and ongoing transportation research on fuel cells and hydrogen pathways, making it particularly qualified to provide detailed comparative assessments of sustainable transportation energy pathways in hydrogen, biofuels, electricity, and fossil fuels. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
