Description
Concerns having the ability to support Advanced National Seismic System (ANSS) National Operations Center (NOC) production software are requested to provide written notification (including telephone and point of contact) to the procuring office above. These systems will include but not be limited to extensive experience in designing and developing real-time software under the HYDRA Architecture (Response Hydra, Bulletin Hydra, and Hydra Displays). The proposed contractor, Bryan Geophysical, had implemented sophisticated seismic algorithms as HYDRA modules (Picker, Mwp, ML, MS, mb, Md and MT) for the USGS, ANSS project. In addition to converting seismic algorithms to HYDRA modules, the proposed contractor has integrated the modules with the HYDRA architecture, including HYDRA Oracle DBMS programmatic access, configuration setting, error reporting, and integration with HYDRA GUIs. Bryan Geophysical offers unique qualifications in the following areas that are considered essential to the requirement. These unique qualifications include: 1) development of complex, sophisticated algorithm for the detection and processing of seismic events. 2) the experience, in-depth knowledge and qualifications of Dr. Carol Bryan to work with ANSS Senior Scientists to make critical improvements (analyze and enhance) to the ANSS station magnitude (Mwp, ML, MS, and mb) algorithms and MT module; 3) the development of a HYDRA module that automatically calculates the Centroid Moment Tensor (CMT); 4) the development of a beam forming code to locate earthquakes integrated with the HYDRA architecture. Based on the information available at this time and in accordance with FAR 6.302-1(b)(1)(i) the government considers the item specified as a sole source from Bryan Geophysical, Vancouver, WA and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Concerns who feel that they can furnish the required services or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials that correspond to the required items to determine if competitive opportunities exist. No solicitation document exists, therefore, requirements for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement.
