Description
This is against awarded contract number NBCHD060007. The Government intends to award a contract modification to Concurrent Technologies Corporation contract NBCHD060007 that was initially awarded as a Sole Source contract. The modification is to increase the contract estimated value by $200 million dollars. The contract was awarded under authority of 41 U.S.C. 253 (c) (3) "industrial mobilization; engineering; developmental or research capability; or expert services," as implemented by paragraph 6.302-3 of the Federal Acquisition Regulation. As an element of market research, DOI NBC is submitting a Sources Sought Announcement to determine if there are other Contractors that can meet the requirements of the attached Scope of Work (SOW). See note 22. Please note that the SOW requires a significantly broad range of technical capability. The Government requires the source to establish and maintain an essential engineering, research or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. Any Contractor that believes they can fulfill the SOW requirements should submit a capabilities statement in response to this announcement. DOI NBC is not requesting complete proposal. Please send only a capabilities statement. Organizational conflicts of interest are associated with this requirement. 1.0 SYSTEMS ENGINEERING AND PROGRAM SUPPORT: The Contractor shall maintain the requisite staff of scientific, engineering, and support personnel, along with the requisite facilities and equipment, to provide as required the support services delineated below. 1.1 The Contractor shall provide program and project management support to include, but not be limited to: program/project definition, planning, budgeting, coordination, monitoring, and performance assessment/evaluation; development of program/project related documentation (e.g., decision papers, briefings, etc.); participation at reviews, meetings, and similar sessions; and technical review of proposal, reports, and other deliverables submitted under Government sponsored efforts. 1.2 The Contractor shall perform trade studies, engineering/technical analyses and other technical evaluations and assessments. 1.3 The Contractor shall conduct data gathering and perform site surveys required to support the conduct of technical studies and analyses, exercises and demonstrations, contingencies, quick reaction tasks, other requirements, or as specified in the order. 1.4 The Contractor shall develop and implement test plans to confirm and demonstrate the applicability of the selected processes to meet the identified requirements. 1.5 The Contractor shall perform applied research and development, where appropriate, to accelerate the transition of new and enhanced technologies. 1.6 The Contractor shall support related technology areas such as personnel protection, energy management, environmental compliance and pollution prevention, manufacturing safety and occupational health, electronic collaborative environments, secure systems, and life cycle cost analysis. 1.7 The Contractor shall perform simulation and modeling analyses/trade studies of initiative systems, tactics, techniques or procedures. 1.8 The Contractor shall provide support in the definition, planning, coordination, implementation, manning, data collection, training, maintenance, trouble shooting, and evaluation of initiatives related systems/equipment demonstrations. 1.9 As specified in the order, the Contractor may be required to purchase, lease assemble, integrate, ship, install, test, maintain, and provide spares for hardware, software, firmware, and any other materials required to conduct the sponsor's demonstrations and exercises related activity. 1.10 The Contractor shall support system/equipment Test and Evaluation (T&E), and Validation and Verification (V&V) activities. 1.11 The Contractor shall develop, modify, test, and document software in support of specific initiatives. 1.12 Performance of independent technical studies and analyses. 1.13 Conduction of site surveys and field data collection. 1.14 Evaluation of Government system demonstrations, tests, and validation and verification activities. 1.15 Support in the area of modeling and simulation and the performance of program management related to administrative, security, documentation generation, and presentation support in accomplishing the above tasks also will be provided. 1.16 Evaluation of commercial products, as to their capability to meet the Government needs, along with facilitating the efforts associated with the transition of these technologies from the laboratory, university, and commercial entities. 2.0 PROGRAM/PROJECT MANAGEMENT SUPPORT includes, but no limited to: 2.1 Program/project definition, planning, budgeting, coordination, monitoring, and performance assessment/evaluation. 2.2 Development and review of program/project related documentation (e.g., decision papers, briefings, etc.) 2.3 Establish integrated project teams consisting of cognizant industry, government, and academic organizations and personnel to develop cost-effective solutions to manufacturing programs. 2.4 Identify and task, leading technology resources including industry, academia, and government, to develop and implement solutions to prioritized Government issues. 2.5 Develop requirements-based performance specification and benchmarks with respect to existing, readily available materials and processes in light of future requirements. 2.6 Identify, enhance, and evaluate new and advanced technologies, which have the potential to meet the identified requirements. 2.7 Support Government organizations in evaluation and development, trade studies, engineering/technical analyses and other technical evaluations and assessments. 2.8 Provide initiative planning as requested. In this capacity, the Contractor must leverage existing technology and studies to assist in resource allocation, scheduling, coordination, and any other effort to assist in the evaluation of initiatives. 2.9 Conduct data gathering and perform site surveys required to support the conduct of technical studies and analyses, exercises and demonstrations, contingencies and quick reaction tasks. 2.10 Develop and implement test plans to confirm and demonstrate the applicability of the selected processes to meet the identified requirements. 2.11 Provide appropriate support, as needed, for full-scale implementation of the selected technology in the development of products, prototypes and services in support of the Government thrust areas, Such support may include technology procurement, installation, start-up, delivery and training. 2.12 Monitor the implemented technology for a reasonable time period to ensure effective use and collect data in support of migrating the technology throughout the industrial base. 2.13 Perform applied research and development, where appropriate, to accelerate the transition of new and enhanced technologies. 2.14 Transition solutions to the industrial base and to the defense establishment for implementation. In addition the contracts shall provide training that sustains and enhances the skills and capabilities of the work force. 2.15 Provide support to the Government sustain activities in processing, engineering systems, and advanced industrial practices. 2.16 Provide support to Government research, development, test, evaluation, and deployment activities related to existing and future technologies and systems including the processes and materials associated with innovative prototypes. 2.17 Support related technology areas such as personnel protection, energy management, environmental compliance and pollution prevention, manufacturing safety and occupational health, electronic collaborative environments, secure systems, and life cycle cost analysis. 2.18 Facilitate the use of inherent corporate capabilities and expertise, under separate funding, of other Government Agencies, organizations, industry, associations, and foundations. 2.19 Perform simulation and modeling analyses/trade studies of initiative systems, tactics, techniques or procedures. 2.20 Provide support in the definition, planning, coordination, implementation, manning, data collection, training, maintenance, trouble shooting, and evaluation of initiatives related systems/equipment demonstrations. 2.21 Purchase, lease, assemble, integrate, ship, install, test, maintain, and provide spares for hardware, software, firmware and any other materials required to conduct the sponsor's demonstrations and exercises related activity. 2.22 Support system/equipment Test and Evaluation (T&E) and Validation and Verification (V&V) activities. Support shall including planning, implementation, and development of T&E and V&V plans, procedures and reports and providing equipment/material. 2.23 Develop, modify, test, and document software in support of specific initiatives. 2.24 Establish and maintain a library/file of program/project deliverable (e.g., technical reports, studies, and briefings), historical documents, reference materials and other documentation related to the performance of the specific reports. 3.0 TECHNOLOGY TRANSFER SUPPORT includes, but is not limited to: 3.1 Address Government agencies, DOD, and industry problems and needs, the Contractor shall use modern experimental and analytical methods and equipment for synthesis of materials, structures and property measurements, process simulation, and risk assessment to develop specific process and product design and applications. Full-scale equipment evaluation and control system implementation will be conducted to verify the experimental and analytical results. 3.2 Long term development efforts and strategies will be devised to provide for the creation and enhancement of enabling technologies critical to future successful fielding of advanced weapons systems and components. 3.3 All reasonable and cost effective methods for the transfer of the knowledge and capabilities associated with advance and emerging technologies will be employed to ensure a continuous and rapid flow of technical information and capabilities to the defense establishment and industrial base. These methods will include, but not be limited to: computer enhanced information technologies such as distance collaborative engineering: internet information transfer and interactive compressed video; traditional information exchanges such as workshops, seminars and technical publications; and teaming with government and industry to implement these technologies. 3.4 The Contractor will undertake a board-based and continuing training effort focused on developing and delivering specific training and education modules which meet and fulfill identified Government agencies, DOD, and defense Contractor personnel needs. The means by which training will be delivered shall include, but not be limited to, seminars, workshops, on-the-job- training, workplace mentoring/apprenticeships, and Internet-based training as well as formal courses and curricula. 3.5 Use modern experimental and analytical methods and equipment for synthesis of materials, structures and property measurements, process simulations and risk assessment to develop specific process and product design and applications. 3.6 Employ all reasonable and cost effective methods for the transfer of the knowledge and capabilities associated with advanced and emerging technologies to ensure continuous and rapid flow of technical information and capabilities to the defense establishment and industrial base. 3.7 Undertake board-based and continuing training effort focus on developing and delivering specific training and education modules which meet and fulfill identified Government agencies, DOD, and defense Contractor personnel needs. The means by which this training will be delivered shall include, but not be limited to, seminars, workshops, videos, on-the-job training, workplace mentoring/apprenticeships, and Internet-based training as well as formal courses and curricula. 4.0 PROGRAM OPERATIONS SUPPORT includes, but is not limited to: The Contractor shall encourage collaborative efforts between academic institutions, industrial firms, and Government through the creation of integrated project teams to research, develop, test, evaluate, demonstrate, and implement, advanced processes and procedures. The teams, which shall include stakeholders representing the acquisition community, shall define project requirements which reflect, as appropriate, current needs of Government agencies, the DOD, and industry. State of the art tools required to solve the problems defined shall be acquired, enhanced or developed. 4.1 The Contractor shall also provide/supply the following Technical Support Tasks: provide operations and support services to create and sustain the resource and infrastructure framework required to effectively fulfill the identified requirements; provide support service, including education and training, to Government and DOD activities including, but not limited to: acquisition of systems; materials and manufacturing processes; quality systems management; economic and life-cycle analyses of technology transfer activities; related network and systems operations; testing and demonstration facilities; energy management; environmental management and compliance; pollution prevention; remediation; lifecycle and total asset management; and safety and occupational health assessments. Interface with DOD organizations, other Government agencies, and the industrial base to benchmark technology transfer methods and procedures and to facilitate implementation of the most cost effective means. Coordinate and provide a rapid response capability for the resolution of problems identified by the DOD, other U.S. and foreign governmental agencies which require timely response and proposed short-term solutions. 4.2 Encourage collaborative efforts between academic institutions, industrial firms, and Government through the creation of integrated project teams to research, develop, test, evaluate, demonstrate, and implement advance processes and procedures. The teams, which shall include stakeholders representing the acquisition community, shall define project requirements which reflect, as appropriate, current needs of Government agencies, and industry. State of the art tools required to solve the problems defined shall be acquired, enhanced or developed. 4.3 Manage or execute activities related to completion of specific programs and projects recommended by the Government. 4.4 Develop and maintain databases and other information sources of technical literature (both domestic and foreign) and reports of government and industry sponsored research in areas of interest. Data collected form various information sources will be used to provide relevant, concise, and comprehensive information products regarding regulatory requirements, short-term technology options, and longer-term technology strategies. 4.5 Develop and maintain databases accessible via the Internet, which provide state of the art technical information. 4.6 Conduct seminars, workshops, information exchanges, and other education and training activities to facilitate technology transition, raise level of awareness, and improve efficiency related to combating terrorism activities. 4.7 Actively participate in technical conferences, associations and organizations. 4.8 Publish related technology as appropriate. 4.9 Identify and utilize experts who can effectively address technological and productivity problems experienced by Government agencies and other industry organizations; evaluate and demonstrate the capabilities of new equipment, materials, techniques and processes with respect to their application. 4.10 Evaluate R&D requirements of Government agencies and propose development and engineering analysis activities, which will address these needs. 4.11 Provide management, control and support for Government funded developments and coordinate the research of participating academic, industry, and government organizations. 4.12 Effectively interface with all levels with the industry base for potential transfer of technology to or from the industrial base. 4.13 Provide training in proper approaches and techniques for government and industry participants. 4.14 Provide operations and support services to create and sustain the resources and infrastructure framework required to effectively fulfill the identified requirements. 4.15 Provide support services, including education and training, to Government activities including, but not limited to; acquisition of systems; materials and manufacturing processes; quality systems management; economic and life-cycle analyses of technology transfer activities; related network and system operation; testing and demonstration facilities; energy management; environmental management and compliance; pollution prevention; remediation; lifecycle and total asset management; and safety and occupational health assessments. 4.16 Interface with Government agencies and the industrial base to benchmark technology transfer methods and procedures and to facilitate implementation of the most cost effective means. 5.0 TECHNICAL LIAISON SUPPORT includes, but is not limited to: 5.1 Serve as technical liaison to Service Battle Labs, the National Reconnaissance Office, Central Intelligence Agency, Defense Intelligence Agency, National Security Agency, National Imagery and Mapping Agency, other offices, Joint Staff, Service Staff, and other U.S. Interagency offices and organizations as required. 5.2 Support the integration of activities and maintain required cognizance of associated contractual efforts. 5.3 Shall host and/or participate in technical interchange meetings, conferences, or other exchanges relating to efforts being performed under the SOW and/or other Government initiative related topics. 6.0 Potential Clients: Potential users of this contract are, but are not limited to Service Battle Labs, the National Reconnaissance Office, Central Intelligence Agency, Defense Intelligence Agency, National Security Agency, National Imagery and Mapping Agency, other offices, Joint Staff, Service Staffs, and other U.S. Interagency offices and organizations as required. 7.0 MANAGEMENT SUPPORT includes, but is not limited to: 7.1 At a minimum, Task Orders under this contract will require Monthly Progress Reports, Funds Status Reports, and Data Accession Lists as Required. The Monthly Progress Reports shall detail Contractor activities during the reporting month and plans for the following two months. The Government also requires trip reports for all travel performed under individual Task Orders. 7.2 The Government will require Progress Reviews at those locations requested by the COR or Contracting Officer. The reviews will generally summarize the status and progress of all activities being performed by the Contractor under the Task Order. The Contractor shall also provide Data Accession Lists at the request of the COR or Contracting Officer. 8.0 QUALITY: The Contractor shall assist, as appropriate, in the establishment and maintenance of a quality system to assure compliance with the requirements of individual Task Orders authorized under this contract. The Contractor shall assist, as appropriate, in the establishment and maintenance of ISO 14000 processes and procedures related to the operation of the Program. The Contractor shall ensure that product assurance requirements conduct quality conformance inspections in accordance with requirements of individual projects and tasks. The contract shall be ISO 9001 and ISO 14001 certified. The Contractor shall also be certified to CMM standards. 9.0 (U) SECURITY: The Contractor must maintain a certified Sensitive Compartmented Information Facility (SCIF) throughout the period of performance for this contract. All tasks must be conducted in full compliance with DOD security regulations. During the period of performance, key Contractor personnel will remain eligible for SCI clearances and for briefing into accesses as the Government may require. The Contractor's key personnel, as identified by the Government must be currently briefed, at the minimum, Top Secret. All facilities, data processing equipment and computers employed will remain certified/approved for the handling and processing of TOP SECRET SCI data as appropriate. The Contractor may be required to have personnel eligible for read in access to Special Access Program/Special Access Required (SAP,SAR)-caveat programs, as directed by the Government.
