- The United States Army Medical Research Acquisition Activity intends to award a contract on a non-competitive basis for the purchase of annual software licenses, software maintenance agreements, application development and support, electronic data ca pture software and implementation, protocol compliance validation, training and travel for certain Commercial Off-The-shelf software manufactured by eResearch Technology, Inc.. The anticipated award will be made under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to eResearch Technology, Inc., 30 South 17th Street, Suite F8, Philadelphia, PA 19103. Specifically, FAR 6.302-1(b)(1), states, When there is a reasonable basis. . . an agencys minimum need can only be satisfied by unique supplies or services available from only one source. . . with unique capabilities. The United States Army Medical Institute for Infectious Disease (USAMRIID) needs support of Commercial Off-The-Shelf software purchased from eResearch Technology, Inc. This contract would cover annual software licenses, software maintenance, application d evelop and support, electronic data capture software and implementation, protocol compliance validation, training and travel. It is, to our knowledge, eResearch Technology, Inc. owns this copyrights to these softwares and are the only organization authori zed to provide the above services for those softwares. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. Telephone requests or inquiries will not be accepted. Responses to this electronic notice must be made by 5:00 PM on May 31, 2007. Any response to this notice must show clear and convincing eviden ce that competition would be advantageous to the Government.
