Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price proposal s are being requested and a written solicitation will not be issued. The solicitation number is W912P6-07-Q-0019 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. The NAICS code for this requirement is 333120, with a size standard of 750 employees. This acquisition is a TOTAL SMALL BUSINESS SET ASIDE. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The clause 52.212-4, Contract terms and conditions-Commercial Items applies to this acquisi tion. The clause 52.212-5, Contract Terms and Conditions required to implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 5.222-21; 52.222-22; 52. 222-23; 52.222-41; 52.225.3; 52.232-34 and 52.211-11  Liquidated Damages. Liquidated Damages -- Supplies, Services, or Research and Development (Sept 2000)(a) If the Contractor fails to deliver the supplies or perform the services within the time specifie d in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of $500.00 per calendar day of delay. (b) If the Government terminates this contract in whole or in part under the Default -- Fixed-Price Supply and Service clause, the Contractor is liable for liquidated damages accruing until the Government reasonably obtains delivery or performance of similar supplies or services. These liquidated damages are in addition to excess costs of repurchase under the Termination clause. (c) The Contractor will not be charged with liquidated damages when the delay in delivery or performance is beyond the control and without the fault or negligence of the Contractor as defined in the Default -- Fixed-Price Supply and Ser vice clause in this contract. (End of Clause) The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be made to the responsive and responsible offeror who submits the lowest aggregate price. PROCUREMENT: The Government seeks to acquire the following two pieces of specialized equipment to be used with its Manitowoc 3900W Crane, which is used to load stone onto barges. The Contractor will be responsible for furnishing and delivering the two items in accordance with the descriptions provided below and within the stated time periods. 0001 - Rock Skip Pan Loader and rigging - The skip pan loader will be used with a Manitowoc 3900W Series 2 crane (2-rope) to lift stone that is approximately 3 to 12 in size (1100 lbs), and place this material onto a barge. The assembled skip pan loader shall be comprised of the following three elements: Heavy Duty Dump Body, Dump Body Lifting Points and Lifting Chains and Rigging, including Spreader Bars. Required Delivery Date: 11 July 2007 0002 - Hi-Lift Block - The crane block shall be a Miller Hi-Lift Block - 40 Ton, for 1-1/8 wire rope: model number 124TF40, part number M131241908, weight 830 lbs. Required Delivery Date: 1 August 2007 PURPOSE: These crane attachments are necessary to allow the Chicago District Stone Dock to function completely independently, loading barges with stone for use in breakwater maintenance. This type of operation will maximize the productivity of COE marine floating plant resources, by eliminating crane-barge self-loading operations at the LRC Stone Dock.
