Description

The Point of Contact for this project is David Deleranko, david.m.deleranko@swf02.usace.army.mil - Construct a new Battle Command Training Center (80,300 SF) facility at Fort Bliss, Texas in the Biggs Army Airfield area adjacent to Loop 375. The pr imary facilities include: Training and educational facilities (classrooms and training area, Reconfigurable Tactical Operations Center (RTOC); After Action Review AAR) Room and Work Cells; Administration Spaces (Private Offices and Workstations, Break-room , Lobby and Public Areas and Support Areas); Support Spaces (Soldier Support and Canteen Areas, Conference rooms and Library, Latrines, and Mud Room, Caged Storage, Mechanical, Electrical and Communications Rooms, Loading Dock); and a Guard House. The buil ding is a single-story slab-on-grade, steel framed with masonry, metal panel with translucent wall panel and window wall system with low sloped membrane roofing system; HVAC, Plumbing system, electrical and telecommunication systems. Supporting facilities include site work, utilities, paving, access road and sidewalks, storm drainage, parking, chain link fence, exterior lighting and landscaping. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. A firm fixed price UNRESTRICTED contr act is anticipated to be awarded using Best Value Evaluation criteria. The RFP solicitation, (W9126G-07-R-0073), is anticipated to be issued on or about 18 June 2007, and offers will be due on or about 18 July 2007. No public bid opening procedures are app licable to this solicitation. Anticipated award date is 31 August 07. Anticipated project completion date is 21 September 09. FAR 52.219-14, Limitations on Subcontracting applies. The successful offeror is required to perform at least 15 percent of the fin al cost of the contract, not including the cost of materials, with its own employees. The 2002 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1542. The Product Service Code is Y199. The Small Busin ess Size Standard is $31 Million.
