- Description
- The US Army Communications Electronics Life Cycle Management Command (C-E LCMC) Acquisition Center Washington on the behalf of the Research, Development and Engineering (RDECOM), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining (HD) Office proposes a non-competitive Cost Plus Fixed Fee (CPFF) type contract with Applied Research Associates (ARA), Inc, South Royalton, VT for the purpose of providing improvements for their existing Advanced Demining System, Nemesis, and te sting of these improvements. Improvements shall include advanced data fusion & target recognition algorithm development; ruggedization of critical electrical and mechanical components; simplification of the user interface to support eventual overseas depl oyments; detection sensor improvements and application of Nemesis technologies to mixed anti-tank (AT) / anti-personnel (AP) landmine detection, AT-only detection, and unexploded ordnance (UXO) detection; robotic platform improvements to enhance operator c ontrol and refine control system architecture; improved integration of GPS/INS for navigation & mapping using the Nemesis robotic platform assets; semi-autonomous straight-line, way-point navigation control capability, and obstacle avoidance to supplement teleoperation for specific missions. The contractor will also be responsible for providing an additional platform and an additional detection sensor implementing robotic and detection improvements noted above; to support maintaining the existing Nemesis p latforms and detection systems and providing software updates as improvements are made under this effort; for providing propellant torches for UXO and IED neutralization testing; for developing manuals, providing logistics support for the systems, and prov iding on-site overseas minefield training and test support. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to de monstrate they can successfully perform the effort may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages. The resultant contract will be Cost Plus Fixed Fee (CPFF). Responses are to be received via email within 45 calendar days of the date of this notice.
