Description
The goal of this BAA is to create an information management and information sharing system specifically designed to enhance the safety and effectiveness of this nation?s first responder community. This phase is the next step toward developing a robust, fully functional, and operational UICDS compliant system. While no specific architecture is to be preferred or discouraged, the final UICDS architecture specification will be a fusion of both current technologies and technological solutions that have yet to be realized. The UICDS architecture must support and capture the following categories: ? Federal, State, Local, and Tribal first responder resources as defined within applicable Homeland Security Presidential Directives (HSPD) and the NRP. ? Incorporation of the National Incident Management System (NIMS) with special attention to utilization of ICS protocols. ? Coordination and tracking of (response and recovery) resources at all Multi-Agency Coordination Centers and Entities, multiple transitional activities for National Planning Scenarios that describe the potential scope and magnitude of plausible major events that require coordination among various jurisdictions and all levels of government. ? Unified messaging and dissemination of Public information as defined in NIMS. For the purposes of this Phase II BAA, the prototypes designed, developed, and piloted are expected to exhibit fundamental capabilities in a wide range of incident scenarios. Demonstrations will be conducted to assess the architectures performance characteristics in a simulated environment. The prototype(s) will be tested in likely venues initially chosen from among the Regional Technology Integration (RTI) cities, such as Seattle and Anaheim. Exercises will be conducted at RTI location(s) in controlled, but realistic environments that will replicate the concept of operations, threats, and complexity of the anticipated use. The test results of the pilot(s) and comments from end-users will permit additional refinement of requirements and specifications for UICDS with a final architectural specification being published at the end of this Phase. In addition, system(s) reference implementation will be chosen and made available to system developer(s). Offerors may include additional system(s) capabilities that are relevant to the UICDS supported categories above, but must provide a justification in the proposal. Phase II BAA is a twenty-four (24) month effort to implement, deploy and pilot UICDS compliant system(s). The BAA will consist of a base period of twelve (12) months and option period of (12) months which may be considered as a follow on effort. The offeror should carefully read and respond to the BAA. The failure to propose a requested option will lower the evaluation under the first evaluation criterion.
