Description
This is a combined synopsis/notice of intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent under NOI7105 on a sole source basis. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC (2005-16). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure from Codon Devices a standing order for GeneSythesis cloning. The aim of the project is to obtain atomic level structure of the envelope glycoproteins. Such structure will help to better understand the function of the envelope glycoproteins. The researcher will test multiple vaccine approaches including development and evaluation of plasmid DNA, recombinant adenoviral vectors, with potential combination of vectors with protein boost in an effort to elicit both antibody and cellular immune response against the virus as a component of the overall NIAID strategy to develop improved vaccines against HIV, either as pre-event immunization or compressed schedule event-triggered regimens. To provide the vaccine to the market at a cost acceptable to society, CodonDevices, has been selected for its unbeatable and competitive price and also for their proven capability in quality synthesis of complex gene constructs. Most importantly, CodonDevices has a proven record of rapid turnaround on synthesis time, a critical factor in ensuring no interruption or delay of ongoing research in HIV vaccine development. Project Number Z01-Al-005023, ?Mechanisms of Humoral Evasion?. The North American Industry Classification System (NAICS) Code for this acquisition is 325414, and the small-business size standard is 500. The FOB Point shall be Destination, Bethesda, MD 20892. The government will award a firm fixed price purchase order to the responsible contractor. All responses will be considered by the agency.
