Description
This is a combined synopsis Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent under NOI7103 on a sole source basis. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-16). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure an order from BD Biosciences for Bulk Clones. The Contractor shall utilize shipments of Bulk CD3, Clone SK7, 15mg (1 each), Bulk CD3, Clone SP34-2, 5mg (1 each), Bulk CD4, Clone M-T477, 20mg (1 each), Bulk CD8, Clone RPA-T8, 20mg (1 each), Bulk CD14, Clone M5E2, 20mg (1 each), Bulk CD16, Clone 3G8, 10mg (1 each), Bulk CD28, Clone CD28.2, 20mg (1 each), Bulk CD45RA, Clone 5H9, 20mg (1 each), Bulk CD45RO, Clone UCHL1, 20mg (1 each), Bulk CD57, Clone NK-1, 10mg (1 each), Bulk CD95, Clone DX2, 20mg (1 each), Bulk CD107A, Clone H4A3, 20mg (1 each), Bulk CD154 (CD40 ligand), Clone TRAP1, 10mg (1 each), Bulk HLA-DR, Clone G46-6, 10mg (1 each), Bulk CCR5, Clone 2D7, 5mg (1 each), Bulk CD19, Clone HIB19, 20mg (1 each). The primary goal is to maintain the consistency of the data in the on-going experiment under Project #Z01-AI-005021 B: Functional and phenotypic characterization of T cells in man. We must maintain continuity of bulk clones to insure that experimental results are not influenced by new variables and to avoid delays in testing products by other suppliers. The following factors are being considered for this requirement: (1) price and price related factors, (2) quality, (3) purity, (4) availability. The North American Industry Classification System (NAICS) Code for this acquisition is 325414, and the small-business size standard is 500 employees. This is a firm fixed-price contract and the FOB terms are ?Destination? and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212.5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders, Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232.34, Payment by Electronic Funds Transfer-Other than Center Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccrgov/ prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
