Description
National Cancer Institute (NCI) plans to procure on a sole source basis, scientific and technical services with The Regents of the University of California, San Francisco, 1855 Berry Street; San Francisco, California 94107 regarding Molecular Epidemiology and Biology of Mammographic Density: A Pilot Study to Evaluate Protocol Feasibility. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b) (1). The North American Industry Classification System Code is 541690 and the business size standard is $6.5M. The purpose of this requirement is to implement the Shepherd Method System for the Molecular Epidemiology and Biology of Mammorgraphic Density Pilot Study at the clinical site; the Fletcher Allen Hospital of the University of Vermont. The Fletcher Allen Hospital-University of Vermont, is part of a national system of mammographic registries; the Breast Cancer Surveillance Consortium. Contractor Requirements: Contractor shall specify criteria for the construction of extremely precise density phantoms for each digital mammography instrument at Fletcher Allen, ensure proper installation of phantoms, hardware and software for data collection, and perform quality assurance monitoring and trouble shooting; to collect mammographic volume density measurements for women screened during the pilot study. The contractor shall enroll 250 women between 40-65 years of age who are currently undergoing a clinically indicated breast biopsy prompted by a suspicious mammogram. These women represent about 1% of all women undergoing mammographic screening at Fletcher Allen Hospital. The Regents at the University of California-San Francisco, the laboratory of Dr. John Shepherd have developed a unique method for breast density measurement, including developing the design of breast density phantoms, supporting hardware and software and related quality assurance programs. Particularly, the development of this novel technique achieves data generated with this density method and shows expected associations between risk factors and density and between density and breast cancer risk. In addition, current projects within the Breast Cancer Surveillance Consortium study have instituted the Shepherd Method. Therefore, changing variables at this time will be detrimental to the current Breast Cancer Surveillance study and this pilot. Maintaining consistency within the Consortium will provide opportunities to pool all scientific data for this study. The laboratory at the University of California-San Francisco is the only source known to the NCI that has developed the Shepherd Method System that is required for this pilot study. Period of Performance shall be for twelve (12) months upon date of award. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM ET June 5, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
