Description
NASA/KSC plans to issue a Draft Request for Proposal (DRFP), followed by the formal Request For Proposals (RFP), for the construction of the Constellation's Crew Launch Vehicle (CLV) Mobile Launcher(s)(ML). This project will provide the ML system to support transport, processing and launch of the Constellation CLV vehicle. The system will consist of the main support structure and the facility systems (HVAC, facility power and communications, life safety, and water cooling and water wash-down) that will support the CLV vehicle and vehicle Ground Support Equipment (GSE) and interface with existing facilities and utilities at the ML park site, the Vehicle Assembly Building (VAB), and the launch pads. The function of the ML is to assemble, test, check-out, service, transfer to the launch pad, support on-pad aborts of, and launch the Crew Exploration Vehicle (CEV) and CLV in support of the KSC Constellation project. The work to be performed essentially consists of providing all the labor, materials and equipment to construct the CLV ML. The RFP may contain an option for an additional ML. The order of magnitude for the procurement is more than $10M and the effort shall be completed within 525 calendar days after notice to proceed. In response to the DRFP all interested parties will be afforded the opportunity to provide written comments to the DRFP. Comments may address any area of the DRFP; of particular interest will be comments on the proposed ML schedule, along with suggestions on how to incentivize early completion of the ML. Additionally, comments will be requested regarding the most advantageous time period for exercising of the option. This acquisiton will be conducted as a negotiated full and open competition. The selection of a contractor will be based on a best value trade-off between Past Performance and price. A 30% design package will be provided in the DRFP. The RFP will require proposal submission in two parts. The first part is submission of the past performance volume. The second part is submission of the Firm Fixed Price (FFP) for the ML. Each offeror's price proposal shall be accompanied with the appropriate bid bond. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement is 238120 (Structural Steel and Precast Concrete) and $13M respectively. The anticipated release date of the DRFP is on or about June 4, 2007, with comments requested by June 25, 2007. The anticipated release date of the RFP is on or about July 16, 2007 with an anticipated proposal closing date of August 16, 2007 for Part I's evaluation of the Past Performance Area followed by the Price Area evaluation, Part II's Firm Fixed Price (FFP) on or about January 7, 2008. The firm date for receipt of bids or proposals will be stated in the RFP. Drawings will be available from Kenney Space Center Bid Distribution Office, 321-867-2851. All responsible sources may submit a proposal, which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
