Description
Research and Development Sources Sought Synopsis Planning Purposes Only PURPOSE: This is a Request for Information (RFI) issued solely for information and planning purposes ~ it does not constitute nor should it be considered as a Request for Proposals (RFP). As such, this RFI is not a commitment on the part of the Government to issue a Solicitation nor will the Government pay for any information submitted in response to this RFI. At this time a solicitation DOES NOT EXIST. In the event a solicitation is released in the future, information pertaining thereto will be posted / synopsized on the NASA Acquisition Internet Service / FedBizOpps. It is the responsibility of any potential offeror to monitor such site(s) for solicitation release and/ or synopsis. DESCRIPTION: The NASA Glenn Research Center is in the process of planning a requirement entitled ?Validation of Ultra-High Bypass Ratio Engine Technologies? to support efforts under the Subsonic Fixed Wing Project currently being conducted by the Research and Technology (R&T) Directorate specifically Code RTA (Research and Technology Acoustics) Branch. The primary objective of this activity is to continue developing technologies for Ultra-High Bypass (UHB) ratio engines as a major focus of engine systems capable of reducing noise, emissions and aircraft fuel burn. NASA has been working on UHB technologies at the foundational and component levels and is interested in validating several component technologies in full scale engines by 2008. The purpose of the engine test is to validate key technologies in a static engine test to confirm benefits predicted from model scale test and prediction tools. These technologies include a variable area bypass nozzle, a low tip speed fan, particulate measurements methods, gaseous emissions measurements methods and alternative fuels. The fan from the engine shall meet the following specifications: Full power corrected tip speed < 1130 feet per second Fan stage pressure ratios < 1.36 Specific flow approximately 42.5 lbm/sec ft2 Fan designed to operate with variable area bypass duct nozzle REQUESTED RESPONSES: It is requested that all interested and responsible sources capable of meeting or exceeding the requirements set forth above, submit information regarding their capabilities on or before June 6, 2007 to either of the following individuals: Albert A. Spence, Contracting Officer, NASA-Glenn Research Center, 21000 Brookpark Road, Mail Stop: 500-305, Cleveland, Oh 44135 (216) 433-27097 or Dennis L. Huff, NASA-Glenn Research Center, 21000 Brookpark Road, Mail Stop: 54-3, Cleveland, Oh 44136 (216) 433-3913. Responses should be limited to no more than six (6) pages. These pages should consist of (1) a cover letter briefly describing your company capabilities/past experience, including number of years of business experience. All responses should be provided in MS Word or Adobe PDF format via electronic media. Please reference Validation of Ultra-High Bypass Ratio Engine Technologies in any response hereto. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
