Description
NAICS Code: 541620 This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement under the authority of Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures, the U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air (ORIA), Radiation Protection Division (RPD) is conducting market research to ascertain the availability of technical support in identifying and evaluating emerging applications and implication (health and ecological) of nano-enabled technologies for remediation of sites contaminated with radionuclides. RPD anticipates that research of applications and implications of nano-enabled technology will cover the past 10 years. Under this purchase order, the contractor will apply expert skills, knowledge and abilities to research peer-reviewed national and international literature to include publications, conference proceedings, academic theses and similar materials to identify and document the following: 1) the scale (basic or applied research, piloted or demonstrated process) of emerging nano-enabled technology (medium-specific) or train of technologies; 2) a detailed description of the treatment process, range of applications to different radioactive components; 3) potential fate and transport of the nanoparticles, and associated hazards to the public and the environment; 4) operation and maintenance parameters including performance data, unit cost, etc.; 5) residual waste elements, potential long- and short-term environmental impacts and health hazards, the efficacy and limitations of each to treat radionuclide-containing waste in solid or liquid form; and 6) management/disposal of treatment residue. The Contractor shall deliver draft copies and a camera-ready copy of the final report on or before September 30, 2007. The North American Industry Classification System (NAICS) code for this procurement is 541620, with a Small Business Administration (SBA) size standard of $6.5 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief capability statement demonstrating how they plan to meet the above requirement. Submissions shall be limited to no more than two pages. Standard brochures will not be considered as a sufficient response to this notice. The capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; and (4) Business size and classification (small, large, small-disadvantaged, SBA-certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.) Businesses should submit an electronic copy of the requested information to Mr. Jami Rodgers, Contracting Officer, at rodgers.jami@epa.gov no later than June 1, 2007 at 4:00 p.m. EST. The method of competition will be determined after all responses to this notice have been evaluated. The Request for Quote (RFQ), including the Statement of Work, evaluation factors, and quote submission instructions will be available on or about June 6, 2007 at the following website: http://www.epa.gov/oam/hpod. It is the responsibility of interest parties to regularly monitor the aforementioned website for updates to this procurement.
