- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This requirement is for the acquisition of a replacement for the amplifiers used in the AN/ALQ-99(V) Tactical Jamming System?s Band 4 and Band 5/6 Transmitters, which currently utilize Traveling Wave Tubes (TWTs). A replacement amplifier is required for the Band 4 Driver TWT (DTWT), the Band 5/6 DTWT and the Band 5/6 Output TWT (OTWT). The Government intends to replace the TWTs with solid-state amplifiers identified as TWT Replacement Modules (TRMs). The Band 4 DTWT will be replaced with a Band 4 Driver TRM (DTRM); the Band 5/6 DTWT and OTWT will be replaced with a Band 5/6 TRM Assembly (TRMA). It is anticipated that one or two firm-fixed price contracts will be awarded. The number of contracts and specific TRMs included in each contract will be determined following the evaluation of proposals. Potential contract awards that may result are: (A) one contract for the Band 4 DTRM with an option for the Band 5/6 TRMA or (B) one contract for the Band 4 DTRM and one contrac t for the Band 5/6 TRMA. The drawings and specifications contain information that has been designated as Militarily Critical Technical Data. Prospective contractors must be certified under the Joint Certification Program in an active status and must posses a minimum of a secret facilities clearance in order to receive the technical package. To be eligible for award, contractors must be registered in the Central Contractor Registry (CCR). Inspection and acceptance will be at source by the cognizant DCMA. Delivery is required FoB Destination. The Government intends to award to the responsible contractor(s) on the basis of best value considering technical /management, past performance and price related factors. The solicitation will be available on or about 1 JUN 2007 at the following Internet website: http://www.crane.navy.mil/acquisition/synopcom.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane website, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the C rane website, FedBizOpps and NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed.
