Description
SOLICITATION DOCUMENTS WILL BE AVAILABLE ON THE FEDTEDS WEBSITE (www.fedteds.gov). The solicitation will be issued on or about 1 June 2007. Site visit information will be included in the solicitation. Description of Work: Rehabilitate the 100-ton Intake Gantry Crane at Lower Monumental Lock and Dam located near Kahlotus, WA in order to bring it into conformance with current safety standards. Replace all electrical equipment. Upgrade hoist and travel control to AC flux vector variable frequency dri ves, which includes new motors, brakes, load cells, remote (radio) control, and new operator's cab. Provide new diesel generator with sound attenuation enclosure, larger air compressor and receiver, and an indication system to indicate when the lifting bea m pins are engaged. Inspect all mechanical components, replace one bull gear, and renew lubrication. Provide rail clamp system to secure crane when not in use. Investigate downpull loads to identify overload issues during emergency closure. Inspect crane structure at the downstream sill beam for soundness. ADMIN INFO: This proposed contract is unrestricted. The source selection plan will follow a Lowest Price, Technically Acceptable approach. Estimated price range for this project is $1,000,000 to $5,000,000. The North American Industry Classification Sy stem (NAICS) code is 238990. The small business size standard is average annual receipts for the previous three fiscal years must not exceed $13,000,000. If a large business is selected for this contract it must comply with FAR 52.219-9 regarding the requ irement for a subcontracting plan on that portion of the work it intends to subcontract. The intended subcontracting goals are (1) at least 51.2% of a contractor's intended subcontract amount be placed with small businesses (SB); (2) at least 8.8% of a co ntractor's intended subcontract amount be placed with small disadvantaged businesses (SDB); (3) at least 7.3% of a contractor's intended subcontract amount be placed with women-owned SB (WOSB); (4) at least 1.5% of a contractor's intended subcontract amoun t be placed with service-disabled veteran-owned SB (SDVOSB); and (5) at least 3.1% of a contractor's intended subcontract amount be placed with HUBZone SB.
