- The proposed procurement is unrestricted with HubZone Price Preference evaluation. NAICS Code: 236220, Size Standard is $31,000,000.00. This procurement is being advertised as a Request for Proposal (RFP). Estimated range of construction is $10,0 00,000.00 to $25,000,000.00 with a completion period not to exceed 823 calendar days. The description of work is to construct a new three level steel and concrete steam sterilization plant that will have the capacity to decontaminate 126,000 gallons per da y of liquid bio-waste. The plant will include three 7000 gallon bio-waste reactors, and two 30,000 gallon storage tanks in the base bid and one 7000 gallon bio-waste reactor and two 30,000 gallon storage tanks as optional bid items. Substantial excavatio n including rock removal will be required for the lower levels of the plant. Steam to operate the facility will be provided by another plant and is not part of this contract. Relocation of laboratory sanitary sever lines will be included. Large business Firms are required to submit a subcontracting plan with their proposals. The Small Business subcontracting goal for this procurement is 44.80% of the total subcontracting dollar value. Of that 44.80%, 19.90% should be placed with Small Disadvantaged Bus inesses including 8(a) award, 5.40% with Women Owned Small Businesses, 9.20% with HUB Zone Businesses, 1.50% with Service Disabled Veteran Owned Small businesses. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS) -- a one-time registration process for vendors/contractors -- Accounts may only be attained by C CR-registered contractors/vendors, go to www.fedteds.gov for additional information. After issuance of the solicitation, contractors may view and/or download this solicitation and all amendments at the following internet address: https://www.fedteds.gov/f edteds/start.nsf/frm.vendorlogin?openform&SolicitationNumber=W912DR-07-R-0045. Plans and specifications will be available in CD format. Use of the FedTeDS website requires prior registration at www.fedteds.gov. It is the offerors responsibility to monitor the FedTeDS web site (using the above link) for amendments to the solicitation. You must be registered with the Central Contractor Registration Database (CCR) to receive a government contract award. You may register with the CCR at http://www.ccr.gov/. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The estimated issue date for the solicitation is on or about 7 June 2007. Estimated proposal date is 2:00 PM on 12 July 2007 and the estimated Construction Contract award date is on or about 15 August 2007.
