Description
This is a Request For Information (RFI) only as defined in FAR 15.201(e) to identify potential sources capable of production of the AN/UPX-40 Identification Friend Or Foe (IFF) Mode 5/S Interrogator Hardware and Software for the AWACS E-3 Aircraft. Potential bidders would be expected to have the hardware EMI/EMC/environmentally tested and qualified, AIMS Certified, and integrated with stand-alone/appliqu? crypto at the "box" level, and be form, fit, increased function replaceable to the existing AN/APX-103C. Thus, the effort involved is to produce the AN/UPX-40 while maintaining the form, fit , and increased function compatibilities with existing and future E-3 (Blocks 30/35 and 40/45) aircraft. The Government anticipates releasing a request for Proposal in FY2009 for approximately 40 AN/UPX-40 shipsets, including spares. In order to be considered for this effort, a potential contractor must have familiarity with the AWACS IFF Interrogator System (AN/APX-103C) and its Mission System interface and specification requirements in the E-3 aircraft, it's operation (hardware and software), and the AWACS mission system unique interfaces. Experience with the NATO AWACS Mode S Interrogator Flight Test Program is highly desirable. The Government is tentatively planning to contract with The Telephonics Corporation in Farmingdale, New York in FY2009 for production of these AN/UPX-40 units. Under a previous contract, Telephonics had added a Mode 5/S interrogation and reply processing capability to an IFF Bench Test Simulator, used to run acceptance test procedures, and developed a prototype interrogator compatible with the existing AWACS System. The Government is currently on contract with Telephonics to produce three AN/UPX-40 prototype units which are AIMS certified, environmentally qualified against the AWACS E-3 specifications, and that meet the current Interface Control Drawings and Interface Design Drawings (Envelope Drawings) for the E-3 Block 30/35 and 40/45 configurations. The purpose of this RFI is to identify any interested and qualified sources capable of performing the above efforts. Interested parties who meet the above criteria should provide their up-to-date products, services, experience, and technical capability needed to accomplish this effort.
