Description
TPS Questionnaire (Attachment 1) Training Planning System (TPS) Questionnaire 18 May 2007 TPS is the sole system for Air Education and Training Command class seat allocations and course scheduling. TPS provides the capability to collect and validate training requirements and distributes class seats to the respective users based on established guidelines and priorities. ETCA contains all Formal Air Force (AF) courses; courses from other branches of the Armed Forces, Technical Training and Air Force directed ancillary training. Provide answers to the following questions: 1) Is your company familiar with Oracle as a means to develop, maintain, modify or enhance systems requirements? 2) Does your company have experience with the modification and/or transfer from client-server operations to web-based environment? 3) What initiatives or examples can you provide which demonstrates the development, implementation, and delivery of a new functionality within an automated information system? 4) Does your company have experience with report development and delivery? 5) Customers/users of our systems have immediate needs, what are your help desk experiences and response times? 6) Does your business currently have the capabilities to provide technical services or will it require you to team with another business partner to accomplish the tasking of these requirements? If a combined effort is required, do you anticipate your team to be large or do you anticpate your team to be small for the respective NAICS? Lastly, please provide an estimate cost of services or a Rough Order of Magnitude (ROM). Please feel free to provide any additional information pertaining to the questions only. Lastly, this is not a solicitation, this is only for market research information. Statement of Work (SOW) (Attachment 2) STATEMENT OF WORK (SOW)FOR CONTINUED SOFTWARE MAINTENANCE / ENHANCEMENTS OF THE TRAINING PLANNING SYSTEM (TPS) AND EDUCATION AND TRAINING COURSE ANNOUNCEMENTS (ETCA) SYSTEM 1.0 Introduction 1.1 Background The Air Education and Training Command (AETC) Computer Systems Squadron (CSS), Randolph Air Force Base, TX 78150-4546 implemented the Training Planning System (TPS) and the Education and Training Course Announcements (ETCA) System--maintenance and responsibilities were transferred to AETC Technical Training, Programming and Administration. 1.1.1 The TPS was designed for the AETC to schedule technical training managed by the AETC technical training environment. The TPS is used by training program managers at AETC/A3PP, Randolph AFB, TX, training managers at five AETC Training Wings and manpower specialists at HQ AETC Plans and Operations, Manpower and Organization Division (A1MTT) at Randolph AFB. The TPS performs the following functions. 1.1.1.1 Validation of Air Force-wide technical training requirements. 1.1.1.2 Computes and generates class schedules to accommodate training at the AETC Technical Training Wings. 1.1.1.3 Allocates classroom seats to the Major Air Commands (MAJCOM), Air National Guard, Air Force Reserves, DoD agencies (Army, Navy, and Marines), and other US Governmental agencies. 1.1.1.4 Provides data and / or reports required by HQ AETC/A3PZ/A1MTT, and Accounting and Finance functional users. 1.1.1.5 Receives training requirements from the Air Force Personnel Center?s (AFPC) MilPDS / OTA. 1.1.1.6 Sends validated requirements, class schedules, and courses to the AFPC MilPDS / OTA system. 1.1.1.7 Provides data and interfaces with Technical Training Management System (TTMS) and AETC Decision Support System (ADSS). 1.1.2 The ETCA provides information relative to AETC programmed educational and technical training course announcement information in the form of the Education and Training Course Announcements (ETCA). The ETCA is an online, real time web system which prescribes policy for the administration of Air Force training. It contains approximately 3,000 course announcements. 1.2 Purpose The purpose of this Statement of Need (SON) is to provide non-personal services for contractor technical support to maintain, modify and enhance TPS and ETCA systems. The Contractor shall provide all necessary management and technical support services required to accomplish the tasks described in this SON. 2.0 Requirements 2.1 Scope of Work 2.1.1 The Contractor shall be required to contact and or visit, AETC Computer Systems Squadron (AETC CSS), Air Force Personnel Center (AFPC) Randolph AFB TX, Headquarters 2nd Air Force (HQ 2 AF) Keesler AFB MS, and Headquarters AETC/A3PZ Randolph AFB TX, or other agencies as directed by the Contracting Officer Representative (COR). The purpose of the contacts and visits shall be to observe the business practices and determine the requirements for automated support and software maintenance and/or enhancements. The systems must be maintained and or enhanced in such a manner as to make them scaleable to support current and future requirements. The Contractor shall insure that the systems are capable of accurately handling past, present, and future dates including the year 2000 and beyond. 2.1.2 The Contractor shall perform software maintenance, modifications and enhancements for the overall TPS and the ETCA for the period of performance of the Contract. 2.1.3 The Contractor shall modify and enhance physical two-way interface from the TPS to the Technical Training Management System (TTMS), to include an interface for new courses between the TTMS and TPS. This interface will require continued software changes and enhancements for the life of the TPS and TTMS interface. 2.1.4 The Contractor shall maintain the portion of the Education and Training Course Announcement (ETCA) system by transferring and modifying forms and reports from the client-server operations to a web-based environment. 2.1.5 The Contractor shall modify and enhance the data interface between ETCA and the Training Planning System (TPS). This enhancement shall allow users to input data, such as course descriptions, into TPS and have the data flow and be automatically updated in the ETCA. 2.1.6 The Contractor shall develop, implement, deliver and maintain user functionality in TPS to automate Program Guidance Letter (PGL) and Program Technical Training (PTT) processes. 2.1.7 The Contractor shall modularize the maintenance portion of ETCA to increase efficiency and speed by using EaServer and Jaguar development tools and software. 2.1.8 The Contractor shall develop and implement enhancements to the interface between TPS and the AETC Decision Support System (ADSS). Enhancements shall include adding additional data items as needed by the ADSS. 2.1.9 The Contractor shall provide detailed course information to include classes, allocations, and requirements data to the Military Personnel Data System (MilPDS). 2.1.10 The Contractor shall provide complete course information to Air Force Security Assistance Training (AFSAT) for foreign government utilization through the Defense Institute of Security Assistance Management (DISAM) and Security Assistance Network (SAN). 2.1.11 The Contractor shall research and develop additional TPS reports, as required. This entails talking to the customer, ascertaining requirements, and modifying existing reports or developing new reports as directed by the Program Manager (PM) or COR. Status updates will be provided in a Weekly Activity Report (WAR). 2.1.12 The Contractor shall provide software maintenance for the TPS and ETCA software to respond to downward directed changes, or perform software changes as directed by the PM or the COR. 2.1.13 The Contractor shall develop, implement, deliver and maintain user functionality in TPS to automate database requirements used by analysts in the Technical Training Requirements Section, HQ AETC/A1MRT. This requirement will enable AETC/A1MRT to perform daily duties of processing Course Training Plans, running reports and obtaining information requested on technical training courses. 2.1.14 AETC A3PZ will coordinate access to facilities and personnel at each organization which needs to be contacted and or visited. 2.1 Standard Documentation Requirements 2.2.1 The Contractor shall provide one copy of the Contract Funds Status, Program Management, and Project Status Report to the COR not later than the 10th of each month. 2.2.2 The Contractor shall provide, as required, a monthly project status report, joint technical and joint management reviews, not to exceed one per month, to AETC A3PZ and the systems customers. These reports shall demonstrate progress and solicit feedback on project direction. The minutes of these reviews will be included in the appropriate monthly reports. 2.2.3 The Contractor shall provide inputs to systems related data information as directed by the COR. 2.2.4 The Contractor shall annually review the Concepts of Operations (CONS) and Configuration Management Plan (CMP) for TPS as directed by the PM or the COR. 2.2.5 The Contractor will assist and/or prepare TPS Certificate of Networthiness as directed by the PM or the COR. 2.2.6 The Contractor will update and provide Data Dictionary and data elements information for both TPS and ETCA systems as directed by the COR. 2.2.7 The Government shall respond to all draft deliverables within 10 working days. Failure to respond constitutes concurrence with the draft document and authorizes the Contractor to issue a final deliverable. 3.0 Government Furnished Resources 3.1 The Government will provide the Contractor all computer resources, facility (workspace) and equipment necessary to successfully accomplish this task. Computer resources will include the following: 3.1.1 Hardware The Government will provide hardware for maintenance efforts. The hardware will consist of file servers, desktop computers, printers, and all related network and system hardware. As a minimum, TPS and ETCA require a database server running Oracle version 8.0.5 or later, about 1 gigabyte of free disk space for the database and repository, and sufficient RAM (2MB) to run two instances of the Oracle database concurrently. Client development workstation requirements are a Pentium based PC with at least 500MB available disk space and Oracle Designer/2000 installed. 3.1.2 Software The Government will provide software for maintenance efforts. The software may consist of Database Management Systems (DBMS) such as Oracle and Sybase, Graphical User Interfaces (GUIs), Microsoft Windows / Server 2000, Design tools such as Designer 2000, Web page development tools, and all related system software. Additionally, the government will provide updates to Microsoft Windows software. 3.1.3 Communications Communications to support connectivity to required locations will be provided by the Government. 4.0 Travel This requirement may require travel. Travel may be required by the Contractor to contact and / or visit military installations as directed by the COR. The number of trips will be determined by the COR. All non-local travel required by Contractor personnel, in support of this delivery order, shall be coordinated and have written approval by the Government appointed COR prior to the travel. The Contractor shall record the trip report in the Monthly Project Status Report. 5.0 Security Requirements 5.1 No security clearance is required to complete this work. Contract personnel are required to have personal identification cards furnished by their employer. 5.1.1 The system is unclassified but contains sensitive information subject to the Privacy Act of 1974. Access to information subject to the provisions of the Privacy Act is required and will be safeguarded IAW Privacy Act of 1974. A National Agency Check (NAC), IAW AFI 33-202, is required for all contractor personnel. 5.1.2 The Contractor will comply with all Government Safety and Health regulations and Department of Labor Occupational Safety and Health (OSHA) standards. 5.1.3 The Government reserves the right to terminate the entry of any contractor employee under disclosure of information which indicates the individual?s continued entry to the installation is not in the best interest of the national security. Additionally, the violation of or deviation from the established security procedures by contractor employee(s) may result in the confiscation of identification media and the denial future entry into the installation. 5.1.4 The Contractor will comply with established security procedures for entering the installation and its facilities to include any special security procedures that may be established for entry to Restricted Areas or mission essential/vulnerable areas. 5.1.5 The Contractor is responsible for issuing instructions to his/her employees concerning the security requirements of this contract. 5.1.6 It is the Contractor?s responsibility to identify any situation in which the potential for a conflict of interest exists. The Contractor and Contracting Officer will mutually take action to resolve the conflict. 5.1.7 The Contractor recognizes that in the performance of this contract it may receive or have access to certain sensitive information including information provided on a proprietary basis by carriers, equipment manufacturers and other private or public entities. The Contractor agrees to use and examine this information exclusively in the performance of this contract and take the necessary steps to prevent disclosure of such information to any party outside the Government. 5.2 Suitability Investigations 5.2.1 Contractor personnel shall successfully complete, as a minimum, a National Agency Check (NAC) for all contractor personnel having access to Government workstations, computers, or networks that have electronic mail (e-mail) capabilities. The Contractor shall ensure that the investigations are submitted within 60 days or after award of the delivery order for all contractor personnel assigned to the delivery order. For contractor personnel added after the delivery order is started, the Contractor will ensure investigations are submitted within 5 workdays after the individual is assigned to the delivery order. 5.2.2 The Contractor shall comply with DoD 5200.2-R, Personnel Security Program, AFI 31-501, Personnel Security Management Program, and AFI 33-119, Electronic Mail (e-mail) Management and Use. 5.3 Listings of Employees The Contractor shall maintain a current listing of employees together with clearance status (i.e., National Agency Check). Updated listings shall be provided when an employee?s status or information changes. 5.4 Freedom of Information Act (FOIA) Program The Contractor shall comply with AFI 37-132, FOIA Program requirements. The regulations set policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) materials. 5.5 Reporting Requirements The Contractor shall comply with AFI 71-101, Volume 1, Criminal Investigations, and Volume 2, Protective Service Matters. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DoD personnel, contractor personnel, DoD resources, and classified or unclassified defense information. Contractor employees shall be briefed immediately by their contract Program Manager upon initial on-base assignment and as required thereafter. 5.6 Additional Security Requirements In accordance with DoD 5200.1-R, Personnel Security Program, and AFI 31-401, Managing the Information Security Program, the Contractor shall comply with AFSSI 5102, Computer Security Program (COMPUSEC). Contractor personnel shall receive training as appropriate at the same time it is provided by the Government to military and civilian employees. 6.0 Materials The Contractor shall not purchase or lease any ADP equipment or software unless directed to do so by the COR. 7.0 Installation Access Contractors shall obtain the necessary forms from the Contracting Officer to obtain a temporary vehicle pass and a Contractor Identification Card for the duration of the Contract. All work shall be performed in Building 675, or as directed by the Program Manager or COR, Randolph AFB, TX between the core working hours of 7:00 AM - 5:00 PM, Monday - Friday, except for Federal Holidays or as approved by AETC A3PZ or the Contracting Officer?s Representative (COR). If a requirement to work outside the normal core hours is required or deemed appropriate by the Contractor, the Contractor shall email that request to the COR or Program Manager, jennifer.lloyd@randolph.af.mil, in advance. Request must be delivered during normal duty hours and approved before the extra hours are worked. Extraordinary circumstances may dictate the Contractor working outside of normal hours without prior approval. These instances will be handled on a case-by-case basis.
