This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: price lists are being requested and a written solicitation will not be issued. This solicitation FA4861-07-Q-B516 is issued as a Request for Quotation (RFQ) in accordance with FAR PART 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This is 100% reserved for small business. The Standard Industry Classification (SIC) for this solicitation is 5172 and the North American Industry Classification System (NAICS) is 424720 based on the size standard for small business of 100 employees. The government intends to award at least one Blanket Purchase Agreement (BPA) for services described and may award multiple BPAs with more than one supplier of the same type to provide maximum practicable competition. The item description is as follows: CLIN 0001 - Set-up Diesel Storage Tank and Deliver Fuel. Contractor shall furnish all labor,transportation, materials and equipment necessary to provide a 10,000 gallon double wall storage tank to hold and feed a 600 kW Cummins Onan generator. The contractor shall make all connections using (above or below) ground pipes connected to the 600 kW generator. Contractor shall provide off road diesel solely for the purpose to fuel the generator on a weekly schedule. Calls against the contract shall be placed to the contractor as required depending on the fuel used by the generator. The contractor shall be required to respond and deliver no later than (NLT) one (1) day from the time of call and pick-up of equipment from Nellis AFB, NV at end of rental period. Duration of contract shall be for a minimum of six (6) months and a maximum of one (1) year. The area for delivery of the storage tank and the fuel will be Silver Flag Alpha, Range 63-Tent City Training Area. Individual purchases under this contract for diesel fuel deliveries shall be paid using the Government Purchase Card (GPC). In accordance with Blanket Purchase dated 18 May 2007, Offeror Representations and Certifications (Attachment 1), Statement of Need (Attachment 2), Quote for Services (Attachment 3), Past Performance Reference Sheet with a minimum of 3 references (Attachment 4), will be released on the Federal Government Electronic Posting Systems (EPS) site, http://www.fbo.gov/. Amendments will be posted on the affected solicitation page EPS site. It is the offeror?s responsibility to monitor this site for the release of amendments (if any). Award will be made to the responsible, responsive offeror whose offer will result in the best value to the government. Offerors who fail to complete and submit the requirements above may be considered non-responsive. The following clauses and/or provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial Items, with the following technical description in sufficient detail to evaluate compliance with the requirements of the solicitation (i.e.: product literature), price and any discount, and delivery times; FAR 52.212-2 Evaluation - Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the best value to the Government, delivery and price considered.
