Description
(Research Paper Series) The Department of Labor, Bureau of International Labor Affairs (DOL-ILAB) is conducting a Sources Sought for information purposes only. This is not a Request for Proposals/Quotes. This request for information does not commit the Government to pay any cost incurred in preparation or any submission to this Sources Sought Notice or to a contract for services. The capability statements received in response to this Source Sought Notice will be used to determine the feasibility of soliciting an acquisition as a 100% Small Business Set Aside or a GSA Schedule Contract. DOL-ILAB appreciates responses from all capable and qualified sources, including but not limited to, small (SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) business organizations and GSA schedule companies. BACKGROUND: USDOL-ILAB seeks capability statements from interested and qualified potential sources to conduct original research on International Labor Rights, Trade and Employment and Wages, Labor Markets in China and India, and other research topics relevant to the work of USDOL-ILAB. The requirements for performing the prospective research are described below. USDOL-ILAB is seeking information on the capabilities of Small (SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) Business organizations and GSA schedule contractors interested in providing these services. QUALIFICATIONS: The individual researcher or research institution (hereafter referred to as ?the researcher?) must have the following qualifications: a. The researcher must demonstrate research in the area of international trade; international labor rights; or specialized knowledge of labor markets in China and/or India. b. The researcher must demonstrate a successful and recent publication record in peer-reviewed journals. c. The researcher must have a PhD or JD from an accredited university. d. If an individual researcher, the researcher must demonstrate affiliation with a research institution. INSTRUCTIONS TO RESPONDERS: USDOL-ILAB appreciates responses from all capable and qualified sources, including but not limited to, small (SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) business organizations and GSA schedule companies. Organizations interested in presenting should submit the following information as a Microsoft Word file by email: Requested information 1. Organization name 2. Physical address 3. Responder?s technical and administrative points of contact (names, addresses, phones and fax numbers, and email addresses) 4. Responses to the following questions: A. Are you a small (SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) business organization? Yes (Please provide DUNS # and Business Size Standard/Classification) No B. Are you a GSA Schedule Contractor? Yes (Please provide your contract #) No C. Can you demonstrate research in the area of international trade; international labor rights; or specialized knowledge of labor markets in China and/or India? Yes (list projects) No D. Within the last two years, have you had one or more publication or commitment to publish in a peer-reviewed journal in the topic areas of international trade, international labor rights, or labor markets in developing countries? Do you have one or more peer-reviewed journal publications listed in at least one of the following indices of scholarly publications: The Journal of Economic Literature Abstracts, Sociological Abstracts, The Law Review section of ?LexisNexis Academic,? Respondents shall used the address above with the RFI Number DOL079RI20377 noted by the due date and time using U.S. POSTAL, FEDEX, DHL, UPS or other delivery means of service that have specific authority and access by building security permission to enter the FPB building and deliver proposal response directly to Room S-1915B. DOL employees are not, required, able, available, nor have the means or the facilities to pickup, and sign for any packages or documents delivered to the security entrance of this building in response to this RFI.
