- The Office of Justice Programs (OJP), Office of the Chief Information Officer intends to issue a purchase order on a sole source basis to Chris Hiner Technical Services, 27136 Shagbark Drive, Southfield, MI, 48076 to update and modernize the PAPRS (Phone Activated Paperless Response System) application to comply with current security requirements and to utilize the Agency?s current operating system and database configurations. The contractor will provide the following services as listed, but are not limited to: Assessment, changes, identify all requirements including security/auditing, grant/FMIS2 and pin, collect GMS/FMIS2 interface information; Document existing PAPRS system callflow and rules; Select the platform and database, design the new database, including stored procedures (if needed); Web interface design, phone interface design; Setup test server(s), validate GMS/FMIS interface information on test server, create prototype web interface; Create new database tables and database stored procedures, if required; Develop database and GMS interface/rules to newly developed web interface; Add auditing and required security checks to web interface, test web interface, including database/GMS/rules; Create prototype telephone interface, add database/GMS interface/rules to telephone interface, add auditing and required security checks to web interface; Record and edit new vocabulary, test phone interface, including database/GMS/rules; Collect Treasury upload file requirements, design Treasury upload file creation process, implement Treasury upload file creation process, test Treasury upload file process; Setup production server(s), create system setup documentation; Create production database tables, create production stored procedures, if required; Test production web and phone interfaces, create administration web interface for querying audit/system information; and Create documentation for entire system/processes, status update/other administrative tasks. Expert knowledge of the PAPRS system is required to quickly and efficiently meet the required completion date. This is a mission critical system. The current contractor developed and programmed the original custom application and is thereby expertly qualified to provide a quick completion of the modernization of the application. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing to OJP, 810 7th Street, NW, Room 3626, Washington, DC 20531, Attn: Karen L. Washington, by facsimile at (202) 307-0086 or by email at Karen.Stringfield@usdoj.gov within 5 days of the published date of this notice. Documents over 10 pages in total will not be accepted by facsimile. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. All OJP contractors are required to register in the DOD Central Contractor Registration (CCR) database prior to receipt of award. If no competitive responses are received, an award will be made to Chris Hiner Technical Services.
