- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EE133E-07-0329 The NOAA, Wallops Command and Data Acquisition Station, 35663 Chincoteague Road, Wallops Island, Virginia, has a requirement to repair one (1) Caterpillar Diesel Generator Engine, Model 3412 in accordance with the attached statement of work. Statement of Work NEEB2000-7-00029 Overhaul of Caterpillar Diesel Generator Engine 1. Background The Wallops CDA Station has three (3) Caterpillar Diesel Generators that are used as sources of generating electrical power in the event of commercial power failures. Oil samples from one these generators, Caterpillar Model 3412, contains metal and the source of this metal is undetermined. 2. Work to be Performed All work will be performed at the NOAA Wallops Command and Data Acquisition Station, 35663 Chincoteague Road, Wallops Island, Virginia 23337. Contractor shall provide the necessary personnel and material required to perform engine tear down and inspection to determine the source of the metal found in the oil samples. Rod bearings, main bearings, piston rings as well as gaskets and seals shall be replaced. After inspection of the internal components, the contractor will advise WCDA Station of additional repairs needed, and will provide an estimated cost to complete the repair. Contractor may not proceed with additional repairs until such repairs are approved by WCDA Station. In order to comply with the debt collection improvement act of 1966, ALL CONTRACTORS must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. This is a 100% Set-Aside for Small Businesses. The FSC for this is J030 and the NAICS Code is 811310. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (5(i)), (16), (17), (23), (24(i)) and (31). The following addenda or additional terms and conditions apply: None. No Defense Priorities and Allocations System (DPAS) rating is assigned.
