Description
The U. S. Department of Commerce/National Oceanic Atmospheric Administration/NESDIS intends to negotiate with the University of Edinburgh, Edinburgh Scotland on a sole source basis, under the authority of 41 U. S. C. 253 ( C ) ( 1 ), only one responsible source. It is believed that only this entity can satisfy the agency requirement to provide scientific and technical expertise to provide services for GOES Sea Surface Temperature Algorithm Improvements for Operational Implementation. (GOES-SST) products have been operational since December 2000 and are already widely used by the scientific community. There has been on going program improvements to the GOES-SST processing, including the adoption of radiative transfer based retrieval methods a new cloud detection methodology based on fast radiative transfer calculations and the Application of Bayes? probability theorem, raising the prospect of being able to propagate cloud detection confidence information into SST error estimates on a pixel-by-pixel within each scene. The University of Edinburgh is being tasked to provide further research in the following areas: 1. Revisions to the Algorithm Theoretical Basis Document for Bayesian Cloud Screening to reflect the use of the TRICS modularized code (large software change and many science changes),. 2. To assess the use of the 13 um channel available on GOES-12 for improving the performance of Bayesian cloud screening for GOES-SST. The University of Edinburgh has collaborated with Meteo-France for geostationary SST products over the North Atlantic derived from GOES-8 data and are currently collaborating with them for MSG/SEVIRI: A merged MSG and GOES-12 SSY product has been developed by the University of Edinburg and Meteo-France as part of the Eumetsat Ocean & Sea-Ice ?Satellite application Facility. Specific Tasks 1. Generate documentation that describes the Modular Bayesian Software (before 13 um Trail). 2. Determine the benefits from using 13um channel in GOES-12 Bayesian cloud Screening. 3. Generate look-up tables and software to support use of 13 um cloud screening. 4. Describe the software that was implemented as a result of implemented 13 um trail. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE$100K). Interested persons may identify their interest, however must demonstrate their ability to perform the requirement in order to be considered. This is not a request for Competitive proposals. No competitive solicitation is planned.
