Description
Heavy Construction - Wetland Restoration Projects (5) Five Sites Columbia County, Wisconsin. This is a Service Disabled Veteran-Owned business set-aside. Estimated Range of Construction; $50,000-$75,000 (Total - all five (5) projects). Full copies of plans and specificaions will be posted with solicitation. Pre-proposal conference will be held on (JUNE 2007 DATE TO BE POSTED WITH SOLICITATION). Location: USDA-NRCS, Portage Field Office 2912 Red Fox Run Road Portage, WI 53901 Copies of construction plans will be available at time of pre-proposal conference. Sites may be viewed at time of pre-proposal conference. GENERAL PROJECT NOTES: These are federal construction projects, Davis-Bacon Wage Rates will apply to work under any resultant contract. These projects may be completed in any order ? however, NRCS must approve schedules and give official Notice to Proceed prior to start of work at each site. It is expected that heavy construction and non-native grass seeding (ditch plugs and distrurbed area) can be completed in the first 30 days from initial notice to proceed. However, the native grass elements (herbicide application and seeding) cannot begin until October 15th (projects 1 and 3 only). All work, including native/prairie seeding must be completed no later than November 15, 2007. Estimated 35 working/construction days to complete on-site work. Performance period will be; Date of Award thru November 15, 2007. SEEDING: Dormant native grass elements of Projects #1 and 3 cannot start until October 15th. October 15th would be the first date that the application of required herbicide, glyphosate, may be applied to seeding areas. Seeding (dormant) would take place no sooner than two weeks after herbicide application but must occur prior to snow cover or November 15, 2007 - whichever comes first. PROJECT DESCRIPTIONS: Project #1 ? Devries Restoration Wetland Reserve Program (WRP) Reference No. 66-5F48-5-011 Township: Randolph Zip code: 53956 Practices: Ditch Plugs, Wildlife Habitat Scrapes, Ditch Fills, and Upland/Native Grass Seeding Project will consist of two ditch plugs (838 CY - from adjacent scrapes), four partial ditch fills, (4,906 CY), two complete ditch fills (2,964 CY), upland seeding of Native grasses (12 acres), and ditch plugs seeding (0.2 acres). Performance: 8 days on-site Seeding Application Windows: DITCH PLUGS; - August 1st thru 21st Native Grass (Dry-Mesic Area) ? October 15th (herbicide start date) thru November 15th (seeding) Project #2 ? Hoffman WRP Restoration Wetland Reserve Program (WRP) Reference No. 66-5F48-5-071 Township: Randolph Zip code: 53956 Practices: Wildlife Habitat Scrape and Upland Seeding This project consists of one wildlife habitat scrape (2,215 CY) and one (1) acre of upland seeding. Spoil from scrape to be spread evenly within 200 ft of scrape and seeded with cool season grasses as specified by the NRCS. Performance: 5 days on-site Seeding Application Window: August 1st thru 21st Project #3 - Krueger WRP Restoration Wetland Reserve Program (WRP) Reference No. 66-5F48-5-007 WRP Funding Reference: 66-5F48-7-046 Township: Hampden Zip code: 53954 Practices: Scrapes, Ditch Fill, Tile Sump Removal, and Upland Native Prairie Seeding This project will consist of three scrapes, one ditch fill (6,897 CY), one tile sump removal, and 5 acres of Native grass upland seeding. Spoil from scrapes will either be used for ditch fill or will be spread 6? or less thick in adjacent area (some in the area for upland seeding). The tile sump and ancillary components of the sump are to be removed from the site and disposed of properly. Performance: 7 days on-site Seeding Application Window: October 15th (herbicide application) through November 15th or snow cover - whichever comes first. ________________________________________________________________________________ Project #4 ? Patterson-Bruenig Restoration Wetland Reserve Program (WRP) Reference No. 66-5F48-2-00020 Township: Columbus Zip code: 53925 Practices: Wildlife Habitat Scrapes and Drainage Tile Removal Project consists of two wildlife habitat scrapes, 120 ft. by 120 ft. each, (2,598 CY total) and excavation of drainage tile (150 LF). Clay tile may be re-buried on-site, plastic/PVC/non-organic tile must be removed from the site and properly disposed of. All spoil to be placed on adjacent upland field and spread to a depth of 6 inches or less. NOTE: There are known existing utilities on/through this site. The contractor will be responsible for obtaining construction approval (permit or other written documentation), from appropriate utility company through ?Diggers Hotline.? Contractor must provide the NRCS documentation of utility approval prior to construction. Performance: 5 days on-site Project #5 ? Weisensel Restoration Wetland Reserve Program (WRP) Reference Contract No. 66-5F48-5-012 Township: Hampden ? T. 10 N., R. 11 E. Zip code: 53925 Practices: Ditch Plugs from Wildlife Habitat Scrapes (will include obstruction removal (brush and trees)), Partial Ditch Fills, Vernal Scrape, Culvert removal and, Drainage Tile Sump Removal. This project consists of two ditch plugs (1,237 CY total) using material obtained from adjacent scrapes (Note that ditch plugs and scrape areas will require site prep/obstruction removal of 0.6 acre of brush and trees), partial ditch fills (186 CY), the excavation, removal, and proper disposal of one tile sump and one culvert, and finally, one vernal scrape (98 CY). Ditch plugs to be seeded per NRCS plans and specifications. All practices will be staked by NRCS prior to construction. NOTE: Brush and trees (?obstruction?) may be removed from the site or buried in areas approved by the NRCS (generally will not allowed back into the areas of ditch plugs and ditch fills).
