Description
The National Institute of Allergy and Infectious Diseases (NIAID) is seeking sources that can provide consultative and advisory assistance in support of long-term human capital strategy and organization effectiveness planning and management in order to recruit, assimilate, train and retain a superior workforce. The contractor will be required to provide the following types of services: 1). Strategic Plan: the offer will be required to develop a strategic plan for the Office of Workforce Effectiveness to encompass human capital management, talent acquisition, workforce planning, leadership and organizational development, and business process improvement. This includes making recommendations for technology acquisitions, core business processes, and planning and implementing new programs. 2). Competency Development and Assessment Project Management: review job functions and recommend how to proceed with 30 job functions. The contractor must validate competencies for the 30 job functions, conduct validation meetings, and conduct gap analyses. 3). Workforce Planning Implementation: Develop an approach for managing imminent retirements and proactively plan for those expected to occur in the next several years. This includes a requirement and institute-wide business process for effectively aligning and integrating the scientific research agenda with human capital resource strategic planning, and to design and implement a change management strategy. 4). Talent Acquisition: Develop methodology to integrate human capital programs, outreach strategy plan, evaluation plan and metrics to monitor effectiveness of the recruitment plan, and develop and implement recruitment management tools and provide expertise in systems development. 5). HR Consulting: Provide support for developing documents to be used for recruitment or reassignment for all levels of Title 5 appointments NIAID-wide. 6). Title 42 support. 7). Human Resources Working Group: Provide support for the HRWG Chair including planning and preparing agenda, documents, and presentations; developing SOP?s, Delegations of Authority, training materials; and restructuring many HR processes. 8). Travel Workgroup: Attend meetings, develop approximately 15 SOP?s, and provide refresher training for both domestic and foreign travel. 9). Acquisition Management and Operations Branch support. 10). Initiative Development and Review Process for Scientific Initiatives: implement a new team based process for scientific initiative development and review, develop and implement a strategic planning process, and coordinate the implementation of technologies. 11). Risk Management: provide expertise to build a risk management functional area to include processes and standard operating procedures. 12). DIR Pilots: work with designated ?pilot? labs to implement new positions by interfacing with Lab Chiefs and key personnel. 13). Support services to the Malaria Vaccine Development Branch. 14). Project Management: conduct status meetings, provide administrative support, and provide project oversight. Any potential contractors should respond with a capability statement by April 17, 2007, 2:00pm EDT. Capability statements must reference similar work that has been performed by the contractor and the dollar value of that work. Respondents must demonstrate, within the capability statements, skills and abilities that reflect extensive experience in strategic planning, organizational assessments, performance management, human capital management, workforce planning, and risk assessment in a large research-oriented organization. Potential offerors must indicate business size in their capability statement. Any small businesses must be able to perform 51% of the work required.
