***** PLEASE CONTACT MARY BRINKLEY ONLY FOR TECHNICAL OR QUOTE ISSUES. MARY BRINKLEY'S CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION******** NASA/MSFC has a requirement for the design and fabrication of a prototype single-pixel electronic readout chain for use with a silicon detector operating over the x-ray energy range from a few keV to 30keV. Device must include a means of injecting test signals to verify performance. NASA/MSFC intends to purchase the items from Black Forest Engineering on a sole source basis. Competition is impractical for the following reasons: 1. Black Forest Engineering has extensive and unique experience in the design and fabrication of large pixel arrays in which each pixel has significant complexity. These particular pixel designs are what is required for the requested procurement. 2. Black Forest Engineering has extensive experience with hybrid detector systems that require bump bonding electronic readout arrays to silicon sensors. This process will be needed to mate the electronics to the detectors. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the Mary.M.Brinkley@nasa.gov, or fax to 256 544-4401 no later than 4:30 p.m. local time on May 22, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
