Description
NAICS Code: 334516 An opportunity analysis by the USEPA concluded that the commodity "laboratory supplies" was an excellent commodity for strategic sourcing. This is a high volume commodity that is currently being acquired by each of the Agency's laboratories in small individual purchases from an array of suppliers, predominantly via the government purchase card. Eight distinct commodity categories for laboratory supplies will be strategically sourced under the solicitation: Plasticware, Glassware, Reagents/Media, Standards Sample Containers, Disposables/Consumables, Personal Protection Equipment, and Solvents/Acids/Bases. The selected offerors must provide laboratory supplies for each of the the eight commodity categories., In addition to providing supplies that meet standard specifications under each commodity category, the offeror will need to have access to products from a variety of suppliers, including brand name supplies (i.e., supplies unique to certain manufacturers) under each commodity category and be capable of recognizing their product numbers. The solicitation will be 100% set-aside for small businesses. Accordingly, all small businesses having the appropriate North American Classification System (NAICS) code(s) may submit proposals. All offers from responsive and responsible sources will be considered. The following shall be included in the solicitation: 52.219-6, Notice of Total Small Business Set-Aside and 52.21-14, Limitations on Subcontracting. The solicitation will conclude in an award as a five-year Blanket Purchase Agreement. EPA intends to establish more than one Blanket Purchase Agreement to acquire the commodities. It is anticipated that the Agency will spend approximately $5 million annually on laboratory supplies. The Request for Proposal will be issued on or about June 13, 2007, with responses due on or about July 17, 2007. The solicitation will be available for downloading from U.S. EPA's World Wide Web (WWW) site at http://www.epa.gov/oam/cinn_cmd. No telephone requests will be honored. See numbered note 1.
