- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to modify Contract N00024-04-C-6301 with L3 Communications, Advanced Systems, 9924 Carroll Canyon Road, San Diego, California; to increase scope for the Affordable Weapon Systems (AWS) Project. This effort is to provide engineering and technical support for the closeout of the AWS Spiral 1/Increment 1 Project, to include: Analysis and Study of AWS Spiral 1/Increment 1 hardware, software, engineering data, and other relevant test reports/documentation to develop/complete Final Reports, Final Trade Studies, Lessons-Learned Reports, and other Programmatic/Financial project close-out analysis and data. L3 Communications, Advanced Systems has been the contractor for the AWS project since 1999. As such, L3 Communications, Advanced Systems possesses unique knowledge and technical expertise related to this project; and has the background, experience, and resources to provide project completion. L3 Communications, Advanced Systems is the only reasonable source available that can satisfy the AWS Project requirements. This contract will be awarded pursuant to 10 USC 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. See Numbered Note 22*****
