Description
This announcement constitutes a Broad Agency Announcement (BAA) for the Naval Facilities Engineering Service Center (NFESC) under FAR 6.102(d)(2). The Naval Facilities Engineering Service Center (NFESC) in Port Hueneme, CA has initiated a project to develop a two part expanding foam injection capability to be used for the stabilization of fill materials in Rapid Airfield Field Damage Repair. NFESC has partnered with the US Army Engineering Research and Development Center (ERDC) in Vicksburg, MS to perform testing of foam stabilized repairs. NFESC is seeking technical support for the development of an injectable foam runway base stabilization system. Items to be developed include the foam, the foam pumping and injection system, and foam injection technique. The project will involve the evaluation of pump pressures, foam expansion pressures, injection spacing, and the ability of foam to penetrate and stabilize different soil types in various wet, dry, hot and cold environments. A performance specification for the foam and foam injection system will be developed, as well as procedures for using the system. The system will be tested in simulated runway craters at the ERDC in Vicksburg. The contractor must be onsite to assist with system operation and data collection during the tests. Interested parties should prepare a short abstract describing their foam injection technology and experience. The abstract must include the following information only. (Date Of Submission; Company Name; POC Name; Companies Full Address; Company POC Telephone Number; Company POC email address; Does your company have a Central Contractor Registration Number; Is your company a: -Small Business -Large Business -Small Disadvantaged Business -8A Business -Small Veteran Owned Business -Small Disabled Veteran Owned Business -Small Woman Owned Business -Small HUDZone Business -Historically Black College/Minority Institute -Other Educational Institute ?Non Profit Organization; Abstract Title; A brief description of the offeror?s technology and methodology (400 word limit); A description of the offeror?s capabilities, related experience, personnel, techniques, or unique combination of these which are integral factors in achieving the offeror's proposed objectives (400 word limit); A description of the qualifications, capabilities, and experience of the principal investigator, team leader, or key personnel who are critical in achieving the proposed objectives (200 word limit); A preliminary cost estimate for development of the foam, injection system, system specifications and test support.) Abstract submittals to this BAA should be submitted on a single CD-ROM, in MS word .doc format, along with 10 printed hard copies. Packages shall be mailed via USPS, UPS, or Federal Express, to arrive at the following location no later than June 15th, 2007. No additional data may be submitted for this BAA. If additional data is submitted, it will be discarded. Abstracts will be evaluated on their own merits and will not be evaluated against each other. A peer review board will evaluate the abstracts to this BAA. Abstracts that meet all of the evaluation criteria will be accepted into the BAA program. The abstracts will be evaluated based on the following criteria (listed in descending order of importance): 1. The technical capability of the contractor. 2. The contractor's capabilities related experience, techniques, or unique combination of these that are integral factors in achieving the contractor's proposed objectives. 3. The qualifications, capabilities, and experience of the principal investigator, team leader, or key personnel who are critical in achieving the objectives of the abstract. 4) The cost relative to the proposed scientific/technical approach. Once accepted into the program, the abstract will be shared with appropriate DOD personnel for consideration. Multiple contracts may result. The preceding data should be sufficient for completing the abstract form. 2. THERE ARE NO SOLICITATION DOCUMENTS APPLYING TO THIS BAA. REQUEST FOR A SOLICITATION PACKAGE WILL NOT BE ACKNOWLEDGED. THOSE INTERESTED IN PARTICIPATING IN THE BAA PROGRAM MUST FOLLOW THE INSTRUCTIONS TO SUBMIT AN ABSTRACT. 3. THERE IS NO COMMITMENT BY THE NAVY EITHER TO MAKE ANY CONTRACT AWARDS OR TO BE RESPONSIBLE FOR ANY MONEY EXPENDED BY THE CONTRACTOR BEFORE A CONTRACT AWARD. 4. Eligibility notification will be sent to all contractors, who have submitted an abstract, after the Navy's Technical Evaluation Board (TEB) has reviewed all abstracts submitted. An eligible abstract does not guarantee a contract. 5. For questions regarding this BAA, call NFESC at (805) 982-6769 6. The contractor should expect a receipt notification of the abstract by the Government within one week of submission. If the contractor has not received a notification of abstract receipt, the contractor should call NFESC at the above telephone number. 7. Do not call the Contracting Office for verification.
