Description
The U.S. Geological Survey, Biological Resources Discipline, Western Ecological Research Center has a requirement for field work, data analyses, and report preparation for ecological studies of Hawaiian Petrel and Newell's Shearwater. The work and analyses are anticipated to take place beginning June 2007 through May 2008 with option periods June 2008 through May 2009 and June 2009 through December 2009. The contractor is required to safely capture and handle Hawaiian Petrels and Newell's Shearwaters deployment/recovery of bands and satellite transmitters. The contractor must have or be listed as participating personnel on a valid, Federal Endangered Species Recovery Permit covering activities related to the handling of Hawaiian Petrel and Newell's Shearwater. Prior experience working with both species is strongly desired. Dr. David G. Ainley at HT Harvey & Associates, San Jose, California, is, to the USGS' knowledge, the only interested and qualified contractor because he posses the relevant knowledge, experience, and capabilities for performing the work described above. Also, Dr. Ainley is an expert on satellite telemetry, colony location/at-sea distribution, and PIT tagging studies and is listed as one of only a few people under the USFWS Endangered Species Recovery Permit authorized to handle the species. Therefore, the government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) to HT Harvey for Dr. Ainley's services. Other interested concerns having the ability to meet the USGS' requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 16:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) 07WRQQ0037 will be made available to HT Harvey on or about 30 May 2007. This notice and any resulting quotation or purchase order conforms to the requirements in place through FAC 2005-15, effective 12 Feb 2007. NAICS 541690 - Other Scientific and Technical Consulting Services, for which the associated size standard is $6.5 million.
