Description
The project work consists of performing the 3rd Sand Bypass System which consists of placing dredged shoal material between beach monuments R005 and R0014. The solicitation will be structured into three Alternate Bids as follows: Alternate A: Dredge 530,000 cubic yards of shoal material from Sand Bypass Borrow Area (SBBA) to depth limit of 18.2-Feet NAVD88 between contours El. 18.2-Feet NAVD88 and El. +0.7 Feet NAVD88 or mean high water line. Place dredged material on beach placem ent area, between BR markers R004.5 and T010, approximately 5000 feet. Utilize Alternate A Beach Section over full length of area. Work also includes turbidity monitoring, vibration control monitoring and beach tilling. Alternate B: Dredge 636,000 cubic yards of shoal material from Sand Bypass Borrow Area (SBBA) to depth limit of 18.2-Feet NAVD88 between contours El. 18.2-Feet NAVD88 and El. +0.7 Feet NAVD88 or mean high water line. Place dredged material on beach placem ent area, BR DEP markers R004.5 to T010, approximately 5000 feet. Utilize Alternate B Beach Section over full length of area. Work also includes turbidity monitoring, vibration control monitoring and beach tilling. Alternate C: Dredge 742,000 cubic yards of shoal material from Sand Bypass Borrow Area SBBA to depth limit of 18.2-Feet NAVD88 between contours El. 18.2-Feet NAVD88 and El. +0.7 Feet NAVD88 or mean high water line. Place dredged material on beach placemen t area, between BR markers R004.5 and T010, approximately 5000 feet. Utilize Alternate C Beach Section over full length of area. Work also includes turbidity monitoring, vibration control monitoring and beach tilling. For All Alternates: Sand Bypass Borrow Area (SBBA) is located adjacent to and north of Canaveral Harbor Entrance Channel and extends northerly approximately 8150 feet. Commence placement of material approximately 4200 feet south of Canaveral Harbor South J etty. Work is restricted to Coast Guard Certified, hydraulic pipeline dredge. All excavation and work on beach must be completed by 30th April. NOTE: The Government intends to award a single contract from this solicitation for either Alternate A or Alternate B or Alternate C. The Government will evaluate all bids and award will be made contingent upon available funding which will be announced at the time of bid opening. The bid guarantee amount shall be based on the contractors total bid for the highest priced alternate. Bidders will be required to submit prices on all line items on the bid schedule; failure to do so will render the bid non-res ponsive. Magnitude of construction is between $5,000,000.00 and $10,000,000.00. This solicitation will be issued on or after 30 May 2007 and open on or after 17 July 2007. THIS IS AN UNRESTRICTED ACQUISITION. COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED IN AC CORDANCE WITH THE SEAGOING BARGE ACT. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. Solicitation will be issued in electronic format only and will be posted on the Federal Technical Data Solutions (FedTeDS) website at https://www.fedteds.gov/. There is a VENDOR USER GUIDE available on the FedTeDS website.
