- Under the authority of Federal Acquisition Regulation (FAR) Part 13.5, Test Program for Certain Commercial Acquisitions, Section 4202 of the Clinger-Cohen Act of 1996 procedures, the U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Nati ck, MA on behalf of the United States Special Operations Command- Soldier System Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis to Armor Holdings, 475 Municipal Drive, Jefferson City, TN 37760. This effort is to provide the Government with MSAP Carrier Kits and Armor Holdings is the only source able to meet the accelerated delivery schedule required. This equipment is to support deploying troops.
