Description
The US Army Yuma Proving Ground (USAYPG)at Yuma, AZ is conducting an industry survey of interested sources for a Range Vehicle Tracking System (RVTS). The RVTS is intended as a supplement to existing range control safety and tracking procedures. Th e RVTS is a real-time vehicle tracking system that will track cooperative targets. It is not an intrusion detection system. The RVTS may take radio traffic; gate traffic, cellular traffic and other inputs to detect the presence and location of vehicles o n or near USAYPG. USAYPG is an area of approximately 1300 sq. miles of rugged terrain. The external RVTS components will be exposed to USAYPG weather, and shall be able to operate in extreme weather, (129F through 20F degrees inclusive), rain, dust, stro ng wind, etc. A cold weather version may also be required. CAPABILITY: When the system is fully implemented, the RVTS will display in near real-time the location of all vehicles on the USAYPG ranges. The system will be capable of generating an alert wh en an unauthorized vehicle enters a pre-defined hazardous area. The system may be network enabled such that it could be accessed by authorized users on the USAYPG intranet. SPECIFICATIONS: C.4.1-The system may be made up of gates, turnstiles, cameras, g round sensors, radios, computers, GPS, cellular technologies, or anything a vendor may find practical and useful. Integration with existing communication equipment is encouraged. C.4.2-The system shall be turn-key. The vendor shall provide training and documentation, and on going technical support. C.4.3-The system will periodically report the position of all vehicles. This information will be used to update a database, and will provide the input to real-time displays. C.4.4-Vehicle / personal systems should operate on existing vehicle power or on self-contained batteries. C.4.4.1-Track people, when these people are properly equipped. C.4.4.2-Track ground vehicles, when going through checkpoints, or when properly equipped. C.4.5-Systems may be activ e or passive, or a combination thereof: C.4.5.1-An active system should alert operator if they are in restricted space. C.4.5.2-A passive system need not automatically alert the operator if they stray into a restrictive area. C.4.6-Systems may be situat ionally aware. C.4.6.1-A mobile system may have some or all restricted space programmed into its memory. C.4.6.2.-A mobile system may have programmed into its memory a temporary authorization to be in a particular restricted space. C.4.7-The RVTS shall output data in real-time to the range control computers. C.4.8-The vendor shall provide a computer based GUI and a software development kit (SDK). C.4.8.1-The vendor GUI shall display general YPG map overlays with vehicles represented by icons. Different types of vehicles could be represented by different icons. The GUI shall have zoom in/zoom out functionality. C.4.8.2-The RVTS shall share data with existing range control systems. The vendor shall provide a Software Development Kit (SDK) to facilitate follow on requirements. C.4.9-A WEB interface is encouraged. C.4.10-Accuracy: Extreme accuracy is not required, however a threshold having an accuracy of 99 meters or less, 99% of the time is sufficient; and having an objective accuracy of 10 meters. C.4.11-It is recognized that Update Rate and Numbers of Players may be inversely related. There should be no formal limit to the number of players active at one time and for planning purposes one thousand (1000) players should be used. It is USAYPGs inte ntion to eventually purchase one system that accommodates one thousand (1000) players. This information should include all the elements that comprise the Range Vehicle Tracking System to include brochures, pictures, and specifications. Only offerors prov iding turn-key system need to respond. This request for information (RFI)/Sources Sought (SS) Notice is for information and planning purposes only and shall no t be construed as a solicitation or as an obligation on the part of the US Army USAYPG. The purpose of this RFI/SS is to identify potential sources that may be interested in and capable of performing the work described herein. US Army YPG does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted or for USAYPGs use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of USAYPG s review of the information received.
