- This pre-solicitation notice is being issued pursuant to FAR 5.204.The US Air Force Academy currently has a need for management, tools, supplies, equipment, and labor necessary to ensure that portable chemical toilet services and wash station services are performed at the United States Air Force Academy, Colorado, and at Farish Memorial Park (approximately 35 miles northwest of the Academy) in a manner that will maintain a sanitary condition, and present a clean, neat, and professional appearance. The North American Industry Classification System (NAICS) Code for this acquisition is 562991 - Septic Tank and Related Services, with a small business size standard of $6,500,000.00. This requirement will be 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). It is the Government?s intention to award a Firm-Fixed Price service contract by Request for Proposal (RFP). The proposed period of performance includes basic year from 1 July 2007 through 30 Jun 2008, and four (4) one-year option periods extending through 30 Jun 2013. It is anticipated the solicitation will be issued electronically on or about 31 May 2007 on the Federal Business Opportunities (FBO) web page at http://www.fbo.gov. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
