Description
The following statements are hereby added to the synopsis posted on 16 May 07 for solicitation number FA2521-07-R-0023: 1. This acquisition is a full and open competition. 2. This acquisition is a new requirement. The 45th Contracting Squadron intends to negotiate a cost-plus-fixed-fee (CPFF) contract on behalf of the Air Force Technical Applications Center (AFTAC), to provide (1) Data Analysis and Modeling: This contract will be for algorithm and data analysis of radio-frequency (RF) data supplied by the government. The contractor will be required to extract features from the data in an attempt to determine if separate profiles can be identified based on the supplied RF data. The contractor will then apply the data analysis to the development of a trainable model that will be used as a proof of concept classifier; (2) Model Evaluation: The contractor shall conduct blind data testing with the proof of concept classifier to prove the feasibility of identification of different sources based on their RF profile; (3) Proof of Concept Report: The contractor shall develop a Proof of Concept Report, discussing the feasibility of using classifiers to characterize and identify sources using the data supplied. REQUIREMENTS: (1) The contractor must have personnel and facilities cleared for work and storage of classified material up to the SECRET level; and (2) The contractor must have experience in data analysis, development of data classifiers, and a familiarity with RF data and RF collection techniques. The period of performance is four months from date of award. The National American Industrial Classification standard (NAICS) code for this procurement is 541710 with Size Standard of 500 employees. Solicitation is not available at this time. It is the responsibility of the prospective offerors to monitor the FEDBIZOPPS web page for the solicitation and amendments.
