Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This acquisition is a small business set-aside; the standard industrial classification code is 3531. The acquisition is as follows: Pintle Towed, Trailer Mounted Volumetric Mixing Machine - The machine must be designed around and tested with native material from the Rogers dry lakebed. The machine will blend Rogers? dry lakebed material with water to form a slurry type product to fill in potholes and fissures. The machine must have an onboard calibrating system able to provide a consistent slurry mixture. Onboard control panel will be able to provide: production rate, total production, water rate ant total water used. Purchase will include an operations manual and manufacturer will provide initial machine operation training at Edwards Air Force Base to shop personnel. Training will be conducted by a soils engineer and will include at a minimum, recognizing when optimum moisture content is achieved, proper compaction equipment required and protocols to be followed to ensure a quality product. The product description provided above is meant to show the Government?s minimum requirements. Offerors can quote with like items, but must submit evidence of capability and compatibility of replacements. Offerors quoting equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (End of Provision) Provision 52.212-1, Instructions to Offerors--Commercial; clause 52.212-4, Contract Terms and Conditions--Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders--Commercial Items (to include: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era); clause 52.232-33 Mandatory information for electronic funds transfer payment; and provision 52.212-2 Evaluation?Commercial Items, the following factor shall be used to evaluate offers: technically acceptable lowest priced offer. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer. If the offeror does not have a copy of this provision, contact the contract specialist to receive a copy. The following DFARs clauses apply to this acquisition: 252.212 7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items (including 252.225-7001 Buy American Act and Balance of Payment Program); and 252.211-7003 Brand Name or Equal. Also, AFFARS 5352.201-9101 Ombudsman applies to this requirement.
