Description
The Architect/Engineer (A/E) shall provide architectural and design services necessary to furnish: Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project 515-06-103, Replace Energy Management System, at the VA Medical Center in Battle Creek, Michigan as described below: Scope of project: The project will replace and expand the existing Building Automation Systems (BAS) at the facility. The facility is currently comprised of three independent systems and, as part of this project, will be consolidated into one system. The BAS monitors and controls air handling units, compressors, room/zone climate controls, building steam valves, chillers, building hot water systems, walkway heaters and generators. The medical center is comprised of approximately 1,000,000 square feet of space situated on 205 acres. The existing BAS was deployed about 15 years ago and the operational platform was mostly based on the Microsoft? DOS operating system. Operations and maintenance is a continuing problem due to the lack of replacement parts in the commercial marketplace. Due to the age of the current BAS system and unavailability of parts, the VA is requesting an AE firm put together a comprehensive plan to implement a new BAS platform. Construction cost range is: $500,000 to $1,000,000. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: (1) Professional Qualifications: The qualifications of the individuals which will be used for these services will be examined for experience and education. The specific disciplines which will be evaluated are Civil, Mechanical, Electrical, Structural, and Environmental Engineers, as well as Architects, Estimators, Specification Writers, Surveyors, and Draftsmen. (2) Capacity to Accomplish the Work: No unreasonable design deadlines are anticipated, however, the general work load and staffing capacity of the design office will be evaluated. The firm's ability to respond to the needs of the client especially in performing site investigation and in determining customer needs will also be evaluated under this category. (3) Past Performance: The past performance of the firm on hospital specific and other relevant projects for Federal Government entities including Department of Veterans Affairs - Veterans Health Administration, state and local agencies, and private business concerns will be examined (references required). (4) Specialized Experience: Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. (5) Recovered Materials: Demonstrated success in prescribing the use of recovered materials, and using waste reduction and energy efficiency in facility design. (6) Reputation: Standing of the firm and its principal officials with respect to professional performance, general management and cooperation. (7) Claims: Record of significant claims against the firm because of improper or incomplete engineering services. (8) Location of Design Office: The geographic proximity of each firm to the Battle Creek Area will be evaluated. This criterion will apply to the office from which the majority of the design services will be performed. Interested A-E firms must submit a Standard Form 330, Architect-Engineer Qualifications with supporting documentation (not to exceed 75 numbered pages) to this office (Dept. of Veterans Affairs, VA Medical Center, 5600 W. Dickman Rd., Bldg 145 Room 107, Battle Creek MI 49015 Attn: Scott Brennan, Contract Specialist) by no later than 3:30 p. m. on June 16, 2007. The SF 330 is available online at www.gsa.gov. See Numbered Note 24 (http://www.fedbizopps.gov/Numbered_Notes.html).
