Description
The Department of Health and Human Services, Indian Health Service, Hopi Health Care Center in Polacca, Arizona is SEEKING SOURCES for a commercial off-the-shelf (COTS) wireless communications system platform via the deployment of a wireless LAN-based Voice Communications Application to allow communication with in-building mobile workers or designated groups of mobile workers to instantly communicate with one another while roaming away from wired telephones. System shall run on a standard Windows Server located on customer premises, and house the centralized system intelligence: The call manager, user profiles, call connections, speech recognition engine and voiceprint verification software, and other system databases. The system shall be centrally managed within the facility so the entire system may be upgraded with new features and improved functionality from one location. The server architecture shall be highly scalable and able to adapt to changing customer environments in order to maintain and improve functionality System shall be simple and effective, allowing individuals or groups to communicate with each other throughout a campus environment. The system shall have coverage inside buildings (HHCC), does not require hands-on operation, does not require the full attention of the user, and inexpensive to operate. There shall be no outgoing or long distance calls associated with this project. Voice communication device shall be used on campus only. The communication device shall be a light-weight (less than 2 oz.), wearable, (approx. 4.2 x 1.4 x .6 in.), and wireless voice-controlled device that operates over an 802.11b wireless WLAN network infrastructure. Device shall provide a voice-controlled user interface to the equipment communications system. Device shall be non-interfering with mobility and motion of staff. Device shall possess the ability to be secured on a lanyard or easily clipped onto work attire without apparel alteration or interfere with daily activity. The communication device shall enable instant hands free voice communication. This device shall interface with the system server. The system shall also be able to connect to the Nortel Meridian 11C PBX phone system to locate various badge / device users and place pages from office touchtone desk phones from in-house only. Together, both shall allow users to instantly locate devices throughout a building or campus environment. User preferences shall be configured on the server via browser-based Administration and User Consoles. No modifications will be made to the existing PBX System at the Hopi Health Care Center. Communications system shall work independently or be able to communicate with Analog/Digital ports of a Nortel Meridian PBX System. The Communications System will be a Voice over Internet Protocol (VOIP) system supporting on-campus paging and communication only but shall possess the capability of supporting a large scale VOIP solution for future communications systems implementation. System capabilities and specifications shall be equal to or above those of the Vocera Communications System but does not require or limit proposed systems to be Vocera.
