Description
The US Department of Commerce, NESDIS, Satellite Services Division requires support services for its Geostationary Operation Environmental Satellite (GOES) Data Collection (DCS) Program. The U.S. Department of Commerce intends to negotiate on a noncompetitive basis with James Wydick, to collect and manage user and manufacturer technical requirements and capabilities, and to integrate requirements into development projects and operations for a period of 12 months. This acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1, (1) Citations: 10 U.S.C 2304(c)(1) or 41 U.S.C. 253(c). Only one source and no other supplies or services will satisfy agency requirements, The NAICS Code is 541690. It is the Government's objective to acquire the services of an experienced Physical Scientist/Satellite Data Collection Specialist, with knowledge of NOAA's Geostationary Operation Environmental Satellite (GOES) Data Collection System (DCS) Program. The Government intends to procure the following services: 1.Scientific and technical recommendations to integrate procedures and processes into operations 2.Timely written documentation on operational and technical information provided by the user and manufacturing community to the DCS Program Engineer and the DCS Program Manager. 3. Technical expertise in developing and implementing Information Technology systems for GOES DCS operations. The development of demodulator and transmitter improvements must be monitored to allow a more efficient RF band utilization. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and capabilities. All written responses must include a written narrative statement of capability, including detailed information demonstrating their ability to meet the above requirements. Offeror must have knowledge of NOAA Geostationary Operational Environmental Satellite (GOES) Data Collection System Program, demonstrate skill in the management of the geostationary satellite base data collection system, be familiar with the hardware and software components of the GOES DCS Automated Processing System and be familiar with the user and management interfaces of the GOES Data Collection System. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 10 days after publication of this synopsis. SEE NOTE 22.
