- The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Colorado for development and evaluation of a single ion optical clock that utilizes quantum information processing. It is essential this research take place in a close proximity so that NIST and the researchers can work closely together. The following tasks will be completed: 1. Demonstrate and evaluate the aluminum ion optical clock that utilizes techniques of quantum information processing for state preparation and state detection of the A1 'clock' ion via a simultaneously trapped beryllium or magnesium 'logic' ion. The logic ion will also be used to sympathetically cool the clock ion. 2. Develop laser systems to carry out laser cooling and detection of the logic ion. 3. Further develop and evaluate computer hardware for control and analysis of experiments. 4. Help design, build and test superior optical cavities toward achieving long clock interrogation times. 5. Publish research results in scientific journals. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. Based on our market research, the University of Colorado is the only source that has staff with the required knowledge, experience and skills to perform the necessary research. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice shall be submitted in writing to Ms. Rima (e-mail preferred) before close of business May 31, 2007. Anticipated award date is June 1, 2007.
