Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Colorado to conduct a study to characterize the movement of ions in a multizone trap array. It is essential this research take place in a close proximity so that NIST and the researchers can work closely together. Experiments will be conducted with both Mg+ and Be+ ions transported separately or together. This should be done in conjunction with theoretical modeling to optimize transport and minimize motional heating. The following tasks will be completed: 1. Use theoretical simulations to optimize transfer potential wave forms. 2. Based on the modeling, experimentally characterize the transfer speed and ion motional heating in an existing 6 zone linear trap array. 3. Implement simple quantum processing primitives such as quantum dense coding in separate trapping zones. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. Based on our market research, the University of Colorado is the only source that has staff with the required knowledge, experience and skills to perform the necessary research. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice shall be submitted in writing to Ms. Rima (e-mail preferred) before close of business May 31, 2007. Anticipated award date is June 1, 2007. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (16-MAY-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE. PLEASE CONTACT fbo.support@gsa.gov REGARDING THIS ISSUE.
