Description
The U.S Property & Fiscal Officer for Rhode Island (USPFO-RI) has a requirement to Construct a New Combined Support Maintenance Shop/Field Maintenance Shop, at Camp Fogarty, South County Trail, East Greenwich, Rhode Island; Project Number 440030. Th is facility will be one-story and approximately 99,211 SF. Work shall be constructed under a single prime contract and shall be conducted in a single phase. The Contractor will be required to furnish all plant, labor, transportation, materials, equipment, appliances and incidentals necessary to perform work as outlined in the project drawings and specifications for a complete and useable facility. The scope of this project includes, but IS not limited to, construction of an administrative office area; sup ply/storage area; tool room; battery room; comm./electronics room; calibration room; machine and carpenter repair shops; test rooms; paint booths; warm-up bays; wash bay; lubrication bay; flammable materials storage; Controlled Waste Handling Facility (CWH F); associated mechanical/electrical room and general support spaces; demolition; site preparation; storm water retention and drainage systems; landscaping; fencing; sidewalks, curbs and extension of roadway; rigid and flexible paving for parking; exterior lighting; utilities; a detached facilities sign; exterior fire protection; diesel and gasoline refueling station; lifting devices; and force protection measures. The roof will be a standing-seam metal roof with thermoplastic membrane; steel roof decking; and sheet metal flashing and trim. The flammable materials and CWHF (approx. 2,730 SF) will be located in a separate, small building to be constructed at the northwest corner of the site. Portions of the Work are shown on Drawings as Optional Line Items (OLI). Refer to Section 01020, Optional Line Items. Natural gas for this project will be provided to the site by the local gas company for tie-in by Contractor. Contracting Officer intends to encourage the foundation of a cohesive partnership between the Government and the Contractor. Any failure of the contractor to acquaint itself with all available information including a physical inspection of the proposed construction site, will not relieve it from successfully performing all the required work in th e plans and specifications to complete a finished and acceptable job. The construction performance period will be 630 calendar days. The construction must be accomplished without interruption of the day-to-day operations of Camp Fogarty. Normal working hours are Tuesday through Friday, 7:00AM to 5:30PM. The estimated cost range for this project is more than $10 million dollars. The solicitation issue date is on/about May 31, 2007. Proposal Closing Date is on/about 10 July 2007. Actual dates and times will be identified in the solicitation. A single firm-fixed price contract is contemplated. Award will be UNRESTRICTED and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19.10). The North American Indust ry Classification System (NAICS) Code is 236220 and the Size Standard for Small Business is $31.0 million average annual gross revenue of the concern for the last three (3) fiscal years. A Small Business subcontracting plan will be required if the Offeror is a large business and must be submitted with offer. All amendments, pre-proposal/site visit minutes and que stions (Request for Information) will be posted on this web site. All interested parties are encouraged to visit this website often for all updates associated with this solicitation (i.e. meeting dates/times, meeting minutes, amendments, RFIs). All RFI s must be emailed to the POC(s) at the below email address(es) and must be submitted NLT 5 days prior to the Proposal Closing Date for posting to the web site. The Government reserves the right to accept RFI(s) after the Proposal Closing Date. There is no charge for the plans and specifications or other solicitation documents. All contractors and subcontractors interested in this project must register at the above stated website. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors registration (CCR) http:// www.ccr.gov and at Federal Technical Data Solution (FeDTeDS) https://www.f edteds.gov in order to view or download the plans or drawings from the web site. The contract will be awarded under Source Selection procedures specified in the solicitation. Evaluation factors include Price and Past Performance. A tentative date of 12 June 2007 has been established for a Pre-Proposal Meeting.
