Description: The U.S. Army Corps of Engineers intends to solicit for construction services for the Section 219 Halls Station Phase 1A Water Project, Lycoming County, PA to includes the installation of approximately 7,000 linear feet of 12-inch waterline and assoc iated appurtenances . This solicitation is unrestricted with Hubzone Price Preference(Far reference 19.1307, clause 52.219-4). The assigned NAICS is 237110 with a size standard of $31,000,000.00. The estimated cost of construction is between $1,000,000.00 and $5,000,000.00. Completion shall be no later than 213 calendar days from issue of Notice to Proceed. The selection process shall be conducted in accordance with FAR Subpart 14.5, Two-Step Sealed Bidding. In response to the solicitation the offerors are required to submit a technical proposal in accordance with the instructions listed in the solicitation. It is the intent of the solicitation to seek technical proposals from qualified offerors with experience and satisfactory performance ratings in the f irst part of the solicitation. The technically successful offerors will be selected based on satisfactory results of the Technically Submission. The offeror must be rated as Acceptable in all Factors to be technically acceptable. Proposals will be eva luated on there own merit based upon the criteria factors listed in the solicitation. The technically successful offerors will be requested to submit a price for the second part of the solicitation. An award will then be made to the lowest priced offeror. Concentration of work shall be the Section 219 Halls Station Phase 1A Water Project includes the installation of approximately 7,000 linear feet of 12-inch waterline and associated appurtenances. The waterline for Phase 1A will commence at the eastern ed ge Phase 1B in Halls Station, continuing east of Halls Station towards Yetter Road. Phase 1A will continue along Yetter Road, cross John Brady Drive, and terminate near the intersection of Yetter Road and John Brady Drive. The Contract will be firm fixed price. This announcement is open to all businesses regardless of size. All responsible sources may submit a proposal which shall be considered by the agency. If the selected firm is a large business, concern, a subcontracting plan consistent with Section 806 (b) of PL 100-180, PL 95-507, and PL 99-661 will be required with the final cost proposals. A minimum of 44.8% of the total planned subcontracting dollars shall be placed with small business concerns. At least 19.9% of shall be for small disadvantaged businesses (SDB); 13.4% shall be for Historically Black Colleges and Universities or Minority Institutions; 5.4% shall be for women owned small businesses (WOBS), 9.2% shall be for Hub-zone small businesses (HubSB), 1.5% shall be for veteran owned small b usinesses (VOSB) and 1.5% shall be for Service Disabled Veteran owned small businesses (SDV).The subcontracting plan is not required with the technical proposal submittal.
