- Description
- The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Manufacturing Engineering Laboratory, Precision Engineering Division, intends to negotiate on a sole source basis under authority of FAR 13.106(b)(1), with Agilent Technologies, Inc., of Englewood, CO for a PCI Three Axis Laser Board with external sampling and API Library Software and Monitor Program. Sole source determination is based on the following: Agilent Technologies is the only manufacturer of the N1231B PCI Three Axis Laser Board. The Agilent N1231B PCI Three-Axis Laser Board will be used to acquire data from HP laser interferometers. The laser interferometer system is part of a measuring microscope system on which photomask calibrations are performed. The Agilent N1231B board is the only board capable of acquiring data from our HP laser interferometer systems because HP spun off their test and measurement division, which included their laser interferometer systems, to Agilent Technologies in 1999. This equipment must be 100% plug-in compatible with NIST?s existing HP 5501B and HP 5517B laser interferometers systems NIST currently owns. The only way to guarantee complete plug-in compatibility and interchangeability is to purchase the N1231B PCI Three Axis Laser Board from Agilent Technologies. Agilent does not have any distributors or resellers of the N1231B PCI Three Axis Laser Board. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by June 2, 2007, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
