Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with BAC/PAC Resources Children?s Hospital Oakland, 747 52ND Street, Oakland, CA 94609, to purchase genomic DNA Library resources. The products to be purchased are all BAC/PAC genomic DNA Library resources that are offered to academic and scientific research institutes on a cost recovery basis. The period of performance will consist of four (4) months. The sole source determination is based upon the fact that the use of DNA clones from BAC/PAC Resources Children?s Hospital Oakland have been used over the past five years and are needed for an ongoing project that is comparatively mapping the human genome with evolutionary interesting species. The clones from BACPAC are for a variety of species. Various Universities and Organizations deposit their DNA clones with BAC/PAC as they are developed. BACPAC then creates filter sets and maintains them and are responsible for distribution to the end users. To maintain accurate and consistent test results the same vendor must continue to be utilized and can not be substituted by another vendor. To do so would introduce new variables into the experimental results creating incorrect interpretation of the test results already in progress. Awarding to another vendor would also result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 339999 and the Size Standard is 500 employees. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice. All responses should include a firm fixed price; documentation of the capabilities of meeting the government requirements; at least three references documenting successful past performance in meeting Government minimum specifications; a proposed delivery schedule; prompt payment discount terms; the DUN & Bradstreet number (DUNS); the Taxpayer Identification Number (TIN); and the offerors business size. The submission will be evaluated on the content of the above documents. The offeror must also register in the Governments Contractor Registry System, Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
