Description
The Port Hueneme Division (PHD), Naval Surface Warfare Center (NSWC) intends to solicit contractors to provide services to improve and build enhanced Type 3R Radar Absorbent Material (RAM). This will be a completion effort, Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity contract. There is a possibility of awarding multiple contracts from this requirement. This requirement is to provide Radar Absorbent Material Improvement Services and Production to support the S Department of the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Port Hueneme, California in its role as the In-Service Engineering Agent (ISEA) for the Passive Countermeasures System (PCMS). This procurement is for services to improve and build enhanced Type 3R Radar Absorbent Material (RAM). The contractor will be required to build 20 sample tiles with 3R material that will meet all the electrical and environmental requirements of MATERIAL SPECIFICATION TYPE 3R - CLASS I & II (Paint Not Required) RADAR ABSORBING MATERIAL (RAM) NAVSEA DRAWING 7538395 Revision B 20 August 2003. The 20 samples are due to the Government within 4 months after receipt of Order. The Government will reserve the option to purchase up to 8,000 panels. If exercised, option quantities are due to the Government address above starting 3 months ARO for the option quantity at! a rate of 1,000 per month. The contractor must have a Secret facility clearance and personnel clearances on file with the Defense Security Service (DSS) and be able to comply with all requirements of the DD Form 254, DoD Contract Security Classification Specification, at the time of the award. The contractor proposed facility shall have the capability of storing classified documents up to and including SECRET. The contractor will also be required to sign a non-marketing and non-disclosure agreement that will not allow the material or technology to be sold, marketed or in any way transferred to other commercial, private or government sources without the written consent of Naval Sea Systems Command. The anticipated issue date of the solicitation is 23 May 2007 and will be available for downloading AFTER 23 May 2007 from http://www.phdnswc.navy.mil/procurements. This will be a Best Value Source Selection on the basis of Technical Capability, Experience and Past Performance. All responsible parties may submit a proposal, which shall be considered by the agency. The Government WILL NOT accept any proposals in response to this announcement. The Government will not award a contract resulting from this synopsis.
