- Description
- The Farm Service Agency of the U.S. Dept. of Agriculture (FSA) plans to award a fixed price contract for aquarterly issued publication. Thispublication is a form of public outreach through the Conservation Reserve Program (CRP) technical assistance. P.L 108-498 is a bill that provides independent authority for CRP funds to be used for technical assistence. This legislation authorizes FSA to cooperate with and solicit techinical services from various Federal agencies, local government, and nongovernbment organizations. to carry out the agency's roles, responsibilities, and further the conservation mission of FSA onprivate lands enrolled in CRP. This publication shall include, but not be limited to the following: 1. Periodical CRP case studies, 2. CRP applications orpractices, 3. CRP related general signups, 4. CRP Conituous signup information, 5. CREP, 6. Re-enrollmentt, Extension, and Expiring CRP acreage, and 7. Farmable Wetland Program The vendor sill be expected to provide the first puiblication 30 days after this award is made. All remaining publications are to follow quarterly, with the final one to be completed and distributed by December 31, 2007. The vendor is expected to provide the following as determining factors for the award: a. Provide three (3) reference publications for FSA review, b. Obtain for FSA a Vendor Indentification Number (VIN), c. Include a Vin on the second line of the remittance address on all forms submitted for payment to allow for electronic funds transfer, d. Submit a completed SF 270 Request Reimbursement forms quarterly with supporting documentation to FSA, e. Provide upon request access to examine all financial, accounting, and other documents associated with this agreement to FSA, f. Provide a techincal/administrative liaison for this contract, g. Provide the necessary material and expertise needed to produce and distribute the CRP publication, and h. Provide proof of ability toproduce a publication of conservation stories on the accomplishments of CRP initiatives. FSA will provide for this contracts: 1. Copies of the applicable agency regulations, handbooks, and other guidance documents for CRP, 2. Reimbursement to the vendor, upon receipt and approval of form SF 270, requests for advance or reimbursement. Alan Oakes, contracts specialist, 202.720.2304, is your primary contact for this order.
