Description
The US Fish and Wildlife Service, Region 7, Alaska intends to award a sole-source procurement to the State of Alaska, Department of Fish and Game (ADF&G)'s Kachemak Bay Research Reserve, to monitor radio-marked sea otters in the lower Cook Inlet including Kachemak and Kamishak Bays in connection with the Unusual Mortality Event of sea otters in this region. BACKGROUND Since 2002, the number of dead otters exceeds numbers recorded for the previous 20 years for the Kachemak Bay area. Although sea otters strand for a variety of reasons (including disease, boat strikes, starvation, predation), this mortality event has an unusually high number of cases that have been diagnosed as having died from valvular endocarditis and/or septicemia. A bacteria called Streptococcus infantarius has been found in all of these otters. Having a large proportion of animals die of a single infectious disease condition suggests some change in the system equilibrium, such as the introduction of a "new" disease into a previously naïve population. In August of 2006, an Unusual Mortality Event (UME) was declared by the U. S. Fish and Wildlife Service and the Unusual Mortality Event Working Group under the Marine Mammal Protection Act. To gain understanding of the impact and significance of this UME a number of studies are being implemented on northern sea otters in this area. The highest reported incidence of the valvular endocarditis is being reported in the Kachemak Bay are which is managed as a National Estuarine Research Reserve in collaboration with the State of Alaska. OBJECTIVES One avenue of research will involve capturing live sea otters in Kachemak and Kamishak Bays, Alaska. The capture and radio-tracking efforts will improve our understanding of why these otters are dying and increase our knowledge of the current status, health and condition, ecology of the sea otter population. Objectives include conducting specific tests for disease occurrence for sea otters and relating results to annual survival. Data on population status and behavior patterns of sea otters will also be collected. Award will be a Firm Fixed-Price contract with a Base Period and one Option Period. This notice of intent is not a request for competitive proposals and the Government does not intend to accept proposals received. Award will be made 15 days after the posting of this announcement.
