FEDBIZOPS Synopsis The United States Environmental Protection Agency (USEPA), National Risk Management Research Laboratory (NRMRL), Office of Research and Development (ORD) seeks a contractor to provide technical support and information transfer to ensure the implementation of environmental regulations and risk management strategies at the national and local levels. Services to be performed are intended to prevent and reduce the risk to human health and the environment from pollution threats. This contract shall provide the support needed to create, compile, synthesize and disseminate key technical information products for protection and restoration of environmental quality. In this context, the presentation, discussion, packaging, and distribution of the information is as important as the information itself. A coordinated approach to integrating technology transfer activities in ORD is necessary to foster, encourage, assemble, and manage technology transfer tools and concepts. The successful contractor shall provide all necessary labor, materials, services, equipment and facilities to support the efforts delineated by the Performance Work Statement (PWS). A draft performance work statement can be obtained from the Cincinnati website, http://www.epa.gov/oam/cinn_cmd/ . It is anticipated that RFP PR-CI-06-11297 will be posted to the Cincinnati website, approximately, May 10, 2007. This procurement is a small business set-aside and to be awarded IAW FAR Part 15. It is anticipated to be a CPFF, Level of Effort, term type contract and will have a base period with (4) twelve month option periods. The estimated LOE includes one, 12 month base period of 20,000 hours and four, 12 month option periods of 20,000 hours each. In addition, the base period and each option period will include quantity options of up to 46,000 hours each. Total maximum Level of Effort, if all quantity options are exercised, for the five years of anticipated performance is estimated at 330,000 direct labor hours. The incumbent on the current contract is Science Applications International Corporation , of Reston, VA. Award is anticipated to be made by October 15, 2007. Solicitation PR-CI-06-11297 will appear on the internet, and it may be accessed through the EPAs home page on the World Wide Net (www.epa.gov). It is the responsibility of interested offerors to frequently check FEDBizOpps or the EPA website address for updates or changes. All responsible small businesses may submit a proposal which shall be considered by the Agency, FAR 5.207(c)(15). No hard copies will be available.
